AMENDMENT TO HOUSE BILL 5330

2    AMENDMENT NO. ______. Amend House Bill 5330 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The College and Career Success for All
5Students Act is amended by changing Sections 15 and 25 as
6follows:
 
7    (105 ILCS 302/15)
8    Sec. 15. Teacher training.
9    (a) Subject to appropriation, a teacher of an Advanced
10Placement course or an International Baccalaureate teacher
11must obtain appropriate training. Subject to appropriation,
12the State Board of Education shall establish clear, specific,
13and challenging training guidelines that require teachers of
14Advanced Placement courses to obtain recognized Advanced
15Placement training endorsed by the College Board.
16    (b) Advanced Placement, and Pre-Advanced Placement, and

1International Baccalaureate training to teachers in Illinois
2high schools must do all of the following:
3        (1) Provide teachers of Advanced Placement, and
4    teachers in courses that lead to Advanced Placement, and
5    teachers of International Baccalaureate courses with the
6    necessary content knowledge and instructional skills to
7    prepare students for success in Advanced Placement or
8    International Baccalaureate courses and examinations and
9    other advanced course examinations and mastery of
10    postsecondary course content.
11        (2) Provide administrators, including principals and
12    counselors, with professional development that will enable
13    them to create strong and effective Advanced Placement or
14    International Baccalaureate programs in their schools.
15        (3) Provide (i) middle grade, junior high, and high
16    school teachers with Advanced Placement Vertical Team
17    training and other Pre-Advanced Placement professional
18    development that prepares students for success in Advanced
19    Placement courses or (ii) teachers at an authorized
20    International Baccalaureate World School with training and
21    other professional development that prepares students for
22    success in International Baccalaureate courses.
23        (4) Support the implementation of an instructional
24    program for students in grades 6 through 12 that provides
25    an integrated set of instructional materials, diagnostic
26    assessments, and teacher professional development in

1    reading, writing, and mathematics that prepares all
2    students for enrollment and success in Advanced Placement
3    or International Baccalaureate courses and in college.

6    Sec. 25. Fee AP exam fee reduction program. Subject to
7appropriation, the State Board of Education shall create,
8under the College and Career Success for All Students program
9set forth in this Act, a program in public schools where any
10student who qualifies for free or reduced-price lunches will
11have fees charged by the College Board for Advanced Placement
12exams or fees charged for an International Baccalaureate
13Diploma Programme subject, as defined in Section 30, reduced,
14via State subsidy, to the greatest extent possible based on
15the appropriation.
