2025 and 2026 HB5448 Introduced 2/13/2026, by Rep. Travis Weaver SYNOPSIS AS INTRODUCED: | | | Amends the Illinois Municipal Code. Provides that, notwithstanding any other provision of law, for a municipality that has a population of at least 80,000 and that has adopted the managerial form of municipal government, a candidate's petition for nomination shall contain at least the number of signatures equal to 3% of the total vote cast for all candidates for mayor at the last preceding election for mayor in the municipality. Effective immediately. |

| 1 | | AN ACT concerning local government. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Illinois Municipal Code is amended by |
| 5 | | adding Section 5-2-21 as follows: |
| 6 | | (65 ILCS 5/5-2-21 new) |
| 7 | | Sec. 5-2-21. Petition of candidacy; municipalities of |
| 8 | | 80,000 or greater in population. Notwithstanding any other |
| 9 | | provision of law, for a municipality that has a population of |
| 10 | | at least 80,000 and that has adopted the managerial form of |
| 11 | | municipal government, a candidate's petition for nomination |
| 12 | | shall contain at least the number of signatures equal to 3% of |
| 13 | | the total vote cast for all candidates for mayor at the last |
| 14 | | preceding election for mayor in the municipality. |
| 15 | | Section 99. Effective date. This Act takes effect upon |
| 16 | | becoming law. |
