SYNOPSIS AS INTRODUCED:
 


    Appropriates $37,204,600 from the General Revenue Fund to the State Board of Elections for operational expenses, grants, and reimbursements for the 2027 fiscal year. Appropriates $1,000,000 from the Elections Special Projects Fund to the State Board of Elections for operational expenses, grants, and reimbursements. Appropriates $4,973,500 from the Personal Property Tax Replacement Fund to the State Board of Elections for its ordinary and contingent expenses. Appropriates $11,661,100 from the Help Illinois Vote Fund to the State Board of Elections for implementation of the Help America Vote Act of 2002. Effective July 1, 2026.

1    AN ACT concerning appropriations.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. In addition to other sums appropriated, the sum
5of $37,204,600, or so much thereof as may be necessary, is
6appropriated from the General Revenue Fund to the State Board
7of Elections for operational expenses, grants, and
8reimbursements for the fiscal year ending June 30, 2027.
 
9    Section 10. The sum of $1,000,000, or so much thereof as
10may be necessary, is appropriated from the Elections Special
11Projects Fund to the State Board of Elections for operational
12expenses, grants, and reimbursements, except that this amount
13shall not exceed funds made available.
 
 
14    Section 15. The following amounts, or so much of those
15amounts as may be necessary, respectively, are appropriated
16from the Personal Property Tax Replacement Fund to the State
17Board of Elections for its ordinary and contingent expenses as
18follows:
 
19  For reimbursement to counties for increased
20  compensation for judges and other election
21  officials, as provided in Public Acts 81-850,

3  For payment of lump sum awards to
4  counties, as provided in subsection (d) of
5  Section 4-6001 of the Counties Code..............$747,500

7    Section 20. The following amounts, or so much thereof as
8may be necessary, are appropriated from the Help Illinois Vote
9Fund to the State Board of Elections for implementation of the
10Help America Vote Act of 2002:
 
11  For the maintenance of the statewide
12  voter registration system, as required
13  by Section 1A-25 of the Election
14  Code, including administrative and
15  programmatic costs associated with
16  voter registration activities, including
17  prior years' costs.............................$1,036,100
 
18  For administrative costs and discretionary
19  grants to local election authorities
20  under the HAVA Election Security Grant,
21  including prior years' costs..................$10,625,000
22    Total                                         $11,661,100

1    Section 99. Effective date. This Act takes effect July 1,
22026.
