| Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois and the Department of Natural Resources World Shooting and Recreational Complex Act. Provides that, subject to the requirements of State and federal law, the Department of Natural Resources may sell ammunition at the World Shooting and Recreational Complex and may contract the right to sell ammunition to a contractor in a public-private agreement. Directs that revenue from the sale of ammunition at the World Shooting and Recreational Complex by the Department or its contractor under a public-private agreement under this Section, except for operating and non-operating costs and expenses related to the sale of ammunition, shall be deposited into the State Parks Fund to the credit of a special account designated as the World Shooting and Recreational Complex Ammunition Account. Specifies that all moneys credited to the World Shooting and Recreational Complex Ammunition Account shall be used for any purposes related to the World Shooting and Recreational Complex and for no other purpose. |

| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Department of Natural Resources |
| 5 | | (Conservation) Law of the Civil Administrative Code of |
| 6 | | Illinois is amended by adding Section 805-585 as follows: |
| 7 | | (20 ILCS 805/805-585 new) |
| 8 | | Sec. 805-585. World Shooting and Recreational Complex |
| 9 | | ammunition sales. Subject to the requirements of State and |
| 10 | | federal law and subject to Section 15 of the Department of |
| 11 | | Natural Resources World Shooting and Recreational Complex Act, |
| 12 | | the Department has the power to sell ammunition at the World |
| 13 | | Shooting and Recreational Complex and to contract that right |
| 14 | | to a contractor. |
| 15 | | Section 10. The Department of Natural Resources World |
| 16 | | Shooting and Recreational Complex Act is amended by changing |
| 17 | | Section 15 as follows: |

| 19 | | Sec. 15. Authority to enter into public-private agreement; |
| 20 | | ammunition sales. |
| 21 | | (a) Notwithstanding any provision of law to the contrary, |

| 1 | | the Department, on behalf of the State, may enter into a |
| 2 | | public-private agreement to develop, finance, lease, manage, |
| 3 | | and operate the World Shooting and Recreational Complex on |
| 4 | | behalf of the State, pursuant to which the contractors may |
| 5 | | receive certain revenues, including management or user fees in |
| 6 | | consideration of the payment of moneys to the State for that |
| 7 | | right. |
| 8 | | (b) Subject to the requirements of State and federal law, |
| 9 | | the Department may sell ammunition at the World Shooting and |
| 10 | | Recreational Complex and may contract the right to sell |
| 11 | | ammunition to a contractor in a public-private agreement. |
| 12 | | Revenue from the sale of ammunition at the World Shooting and |
| 13 | | Recreational Complex by the Department or its contractor under |
| 14 | | a public-private agreement under this Section, except for |
| 15 | | operating and non-operating costs and expenses related to the |
| 16 | | sale of ammunition, shall be deposited into the State Parks |
| 17 | | Fund to the credit of a special account designated as the World |
| 18 | | Shooting and Recreational Complex Ammunition Account. All |
| 19 | | moneys credited to the World Shooting and Recreational Complex |
| 20 | | Ammunition Account shall be used for any purposes related to |

| 22 | | purposes. Nothing in this subsection shall be construed to |
| 23 | | affect the applicability or scope of any provision of the |
| 24 | | Firearm Owners Identification Card Act, the Criminal Code of |
| 25 | | 2012, or any other law. |
