SYNOPSIS AS INTRODUCED:
 
20 ILCS 805/805-585 new
20 ILCS 861/15

    Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois and the Department of Natural Resources World Shooting and Recreational Complex Act. Provides that, subject to the requirements of State and federal law, the Department of Natural Resources may sell ammunition at the World Shooting and Recreational Complex and may contract the right to sell ammunition to a contractor in a public-private agreement. Directs that revenue from the sale of ammunition at the World Shooting and Recreational Complex by the Department or its contractor under a public-private agreement under this Section, except for operating and non-operating costs and expenses related to the sale of ammunition, shall be deposited into the State Parks Fund to the credit of a special account designated as the World Shooting and Recreational Complex Ammunition Account. Specifies that all moneys credited to the World Shooting and Recreational Complex Ammunition Account shall be used for any purposes related to the World Shooting and Recreational Complex and for no other purpose.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Natural Resources
5(Conservation) Law of the Civil Administrative Code of
6Illinois is amended by adding Section 805-585 as follows:
 
7    (20 ILCS 805/805-585 new)
8    Sec. 805-585. World Shooting and Recreational Complex
9ammunition sales. Subject to the requirements of State and
10federal law and subject to Section 15 of the Department of
11Natural Resources World Shooting and Recreational Complex Act,
12the Department has the power to sell ammunition at the World
13Shooting and Recreational Complex and to contract that right
14to a contractor.
 
15    Section 10. The Department of Natural Resources World
16Shooting and Recreational Complex Act is amended by changing
17Section 15 as follows:

19    Sec. 15. Authority to enter into public-private agreement;
20ammunition sales.
21    (a) Notwithstanding any provision of law to the contrary,

1the Department, on behalf of the State, may enter into a
2public-private agreement to develop, finance, lease, manage,
3and operate the World Shooting and Recreational Complex on
4behalf of the State, pursuant to which the contractors may
5receive certain revenues, including management or user fees in
6consideration of the payment of moneys to the State for that
7right.
8    (b) Subject to the requirements of State and federal law,
9the Department may sell ammunition at the World Shooting and
10Recreational Complex and may contract the right to sell
11ammunition to a contractor in a public-private agreement.
12Revenue from the sale of ammunition at the World Shooting and
13Recreational Complex by the Department or its contractor under
14a public-private agreement under this Section, except for
15operating and non-operating costs and expenses related to the
16sale of ammunition, shall be deposited into the State Parks
17Fund to the credit of a special account designated as the World
18Shooting and Recreational Complex Ammunition Account. All
19moneys credited to the World Shooting and Recreational Complex
20Ammunition Account shall be used for any purposes related to
21the World Shooting and Recreational Complex and for no other
22purposes. Nothing in this subsection shall be construed to
23affect the applicability or scope of any provision of the
24Firearm Owners Identification Card Act, the Criminal Code of
252012, or any other law.
