HOUSE JOINT RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the passing of former
4Village of Maquon Chief of Police Richard Ray "Rick" Young,
5who passed away on October 8, 2022; and
 
6    WHEREAS, Chief Young was born to Russel R. and Burgetta M.
7(Peterson) Young in Galesburg on December 30, 1950; he
8graduated from Galesburg High School in 1970 and received his
9law enforcement degree from Western Illinois University in
10Macomb; he married Dixie Goodrich, then Cheryl Ann Duley; and
 
11    WHEREAS, Chief Young was the chief of police for the
12Village of Maquon for 30 years, retiring in 2013; and
 
13    WHEREAS, Chief Young was an avid outdoorsman, woodworker,
14firearm collector, and tinkerer; and
 
15    WHEREAS, Chief Young was a beloved husband, father,
16grandfather, friend, and community member; and
 
17    WHEREAS, Chief Young was proceeded in death by his
18parents; and
 
19    WHEREAS, Chief Young is survived by his sons, Richard,

1Steve, and David Young; two grandsons; three granddaughters;
2one great-granddaughter; and his best friends, Todd and
3Natalie Mason; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
6SENATE CONCURRING HEREIN, that we designate Illinois Route 97
7as it travels through Maquon as the "Chief of Police Richard R.
8Young Memorial Highway"; and be it further
 
9    RESOLVED, That the Illinois Department of Transportation
10is requested to erect at suitable locations, consistent with
11State and federal regulations, appropriate plaques or signs
12giving notice of the name "Chief of Police Richard R. Young
13Memorial Highway"; and be it further
 
14    RESOLVED, That suitable copies of this resolution be
15presented to the family of Chief Young, the Mayor of Maquon,
16and the Secretary of Transportation.
