| 2 | | WHEREAS, The Professional Review Panel is responsible for |
| 3 | | evaluating and recommending modifications to the |
| 4 | | Evidence-Based Funding Formula to ensure all students have |
| 5 | | access to a quality education, including students who are |
| 6 | | identified as advanced learners; and |
| 7 | | WHEREAS, Currently each Organizational Unit must receive |
| 8 | | $40 per kindergarten through grade 12 Average Student |
| 9 | | Enrollment ("ASE") for Gifted investments; and |
| 10 | | WHEREAS, Since the Evidence-Based Funding Formula was |
| 11 | | established, legislative changes have expanded the ways in |
| 12 | | which Illinois students are identified as advanced learners, |
| 13 | | so that "gifted" is only one of the categories of advanced |
| 14 | | learners recognized in the Illinois School Code, which now |
| 15 | | includes children eligible for accelerated placement and other |
| 16 | | advanced academic programs under Section 14A-17 of the School |
| 17 | | Code, such as advanced placement coursework, International |
| 18 | | Baccalaureate coursework, dual credit courses, or any course |
| 19 | | designated as enriched or honors; and |
| 20 | | WHEREAS, Using only "gifted" as an adequacy factor to |
| 21 | | describe advanced learners may be outdated and insufficient to |
| 22 | | provide the educational supports necessary to meet the needs |
