HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Professional Review Panel is responsible for
3evaluating and recommending modifications to the
4Evidence-Based Funding Formula to ensure all students have
5access to a quality education, including students who are
6identified as advanced learners; and
 
7    WHEREAS, Currently each Organizational Unit must receive
8$40 per kindergarten through grade 12 Average Student
9Enrollment ("ASE") for Gifted investments; and
 
10    WHEREAS, Since the Evidence-Based Funding Formula was
11established, legislative changes have expanded the ways in
12which Illinois students are identified as advanced learners,
13so that "gifted" is only one of the categories of advanced
14learners recognized in the Illinois School Code, which now
15includes children eligible for accelerated placement and other
16advanced academic programs under Section 14A-17 of the School
17Code, such as advanced placement coursework, International
18Baccalaureate coursework, dual credit courses, or any course
19designated as enriched or honors; and
 
20    WHEREAS, Using only "gifted" as an adequacy factor to
21describe advanced learners may be outdated and insufficient to
22provide the educational supports necessary to meet the needs

1of advanced learners in Illinois schools; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
4SENATE CONCURRING HEREIN, that we direct the Professional
5Review Panel and the Illinois State Board of Education to
6conduct the analysis and financial modeling required to
7evaluate the implications of including other categories of
8advanced learners in addition to gifted as adequacy factors
9beginning in the 2026-2027 school year; and be it further
 
10    RESOLVED, That the Professional Review Panel and the
11Illinois State Board of Education should include their
12findings in a written report to the General Assembly and the
13Governor by December 31, 2025.
