HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Professional Review Panel (PRP) is 
3responsible for evaluating and recommending modifications to 
4the Evidence-Based Funding Formula to ensure all students have 
5access to a quality education; and
 
6    WHEREAS, The emergence of generative artificial 
7intelligence and related technologies has already 
8significantly impacted schools; and
 
9    WHEREAS, The continued development of artificial 
10intelligence and related technologies has the potential to 
11further transform teaching and learning as well as school and 
12district operations; and
 
13    WHEREAS, The Illinois State Board of Education (ISBE) will 
14release guidance related to artificial intelligence in schools 
15by July 1, 2026; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
17HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 
18SENATE CONCURRING HEREIN, that we direct the Professional 
19Review Panel (PRP) and the Illinois State Board of Education 
20(ISBE) to conduct the analysis and financial modeling required 
21to evaluate the current, likely, and potential impacts of

1artificial intelligence and related technologies on the cost 
2factors within the evidence-based funding model; and be it 
3further
 
4    RESOLVED, That the PRP and the ISBE shall submit their 
5findings in a written report to the General Assembly and 
6Governor by December 31, 2027.
