SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 6
    Proposes to amend the Legislature Article of the Illinois Constitution. Provides that two-thirds of each house shall constitute a quorum to do business, but a smaller number may adjourn from day to day, and compel the attendance of absent members, in such manner and under such penalties as each house may provide (now, a majority of the members elected to each house constitutes a quorum). Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
4HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 
5SENATE CONCURRING HEREIN, that there shall be submitted to the 
6electors of the State for adoption or rejection at the general 
7election next occurring at least 6 months after the adoption 
8of this resolution a proposition to amend Section 6 of Article 
9I of the Illinois Constitution as follows:

12    (ILCON Art. IV, Sec. 6)
13SECTION 6. ORGANIZATION 
14    (a) Two-thirds of each house shall constitute A majority 
15of the members elected to each house constitutes a quorum to do 
16business, but a smaller number may adjourn from day to day, and 
17compel the attendance of absent members, in such manner and 
18under such penalties as each house may provide.
19    (b) On the first day of the January session of the General 
20Assembly in odd-numbered years, the Secretary of State shall 
21convene the House of Representatives to elect from its 
22membership a Speaker of the House of Representatives as 
23presiding officer, and the Governor shall convene the Senate

1to elect from its membership a President of the Senate as 
2presiding officer.
3    (c) For purposes of powers of appointment conferred by 
4this Constitution, the Minority Leader of either house is a 
5member of the numerically strongest political party other than 
6the party to which the Speaker or the President belongs, as the 
7case may be.
8    (d) Each house shall determine the rules of its 
9proceedings, judge the elections, returns and qualifications 
10of its members and choose its officers. No member shall be 
11expelled by either house, except by a vote of two-thirds of the 
12members elected to that house. A member may be expelled only 
13once for the same offense. Each house may punish by 
14imprisonment any person, not a member, guilty of disrespect to 
15the house by disorderly or contemptuous behavior in its 
16presence. Imprisonment shall not extend beyond twenty-four 
17hours at one time unless the person persists in disorderly or 
18contemptuous behavior.

SCHEDULE
21    This Constitutional Amendment takes effect upon being 
22declared adopted in accordance with Section 7 of the Illinois 
23Constitutional Amendment Act.
