| 2 | | WHEREAS, Each year, Illinois faces catastrophic events, |
| 3 | | such as tornadoes, hail, thunderstorms, and flooding, all of |
| 4 | | which carry the potential to cause serious damage or, even |
| 5 | | worse, total destruction to private property and homes; and |
| 6 | | WHEREAS, Following disasters, stressed and strained |
| 7 | | homeowners are vulnerable to predatory practices from |
| 8 | | dishonest contractors fraudulently inflating repair or |
| 9 | | rebuilding costs; and |
| 10 | | WHEREAS, Predatory practices by unscrupulous contractors |
| 11 | | taking advantage of these stressful scenarios ultimately |
| 12 | | increase costs for consumers by driving up insurance premiums |
| 13 | | and forcing insurers to reevaluate risk; and |
| 14 | | WHEREAS, It is imperative that an effective public |
| 15 | | outreach campaign highlights the various types of contractor |
| 16 | | fraud schemes to help educate consumers on how to identify and |
| 17 | | avoid such schemes; and |
| 18 | | WHEREAS, The National Insurance Crime Bureau encourages |
| 19 | | Illinoisans to get at least three written estimates when |
| 20 | | hiring a contractor, check contractor credentials, and work |
| 21 | | closely with insurers during the entire rebuilding process; |
