HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of former
4State Representative Cynthia "Cindy" Soto, who passed away on
5March 19, 2025; and
 
6    WHEREAS, Rep. Soto was born to Lydia Niera and Ignacio
7Sanchez in San Antonio, Texas on July 8, 1962; she moved to
8Chicago, Illinois at the age of five; and
 
9    WHEREAS, Rep. Soto, while working as a supervisor in the
10Child Support Division of the Cook County State's Attorney's
11Office, learned that she needed to address the issues facing
12her community as an elected official; and
 
13    WHEREAS, Rep. Soto, as a founding member and co-chair of
14the Latino Caucus and the first Latina to represent the
15Northwest Side of Chicago, celebrated the vibrant Latino
16communities of the State and helped pass the TVDL, TRUST and
17DREAM Acts, ensuring more immigrants can live freely in the
18State they love and more children can go to college; and
 
19    WHEREAS, Rep. Soto often expressed that two of her
20proudest legislative achievements were passing the Living Wage
21Act to raise the State minimum wage and expanding access to

1transplant and dialysis services to undocumented Illinoisans
2struggling with life-threatening kidney problems; and
 
3    WHEREAS, Rep. Soto's efforts to reshape the Near Northwest
4Side were accomplished on and off the House floor; using her
5position as a board member of the Near Northwest Civic
6Committee, she championed community-based solutions to
7enfranchise more of her neighbors; and
 
8    WHEREAS, Rep. Soto and her work shaped the course of
9policy discussions statewide, continually moving Illinois in a
10more compassionate, welcoming, and forward direction; and
 
11    WHEREAS, Rep. Soto was recognized as a force at the State
12Capitol who skillfully accomplished things behind the scenes,
13and she was well-regarded as a wonderful, positive person and
14colleague who offered a joyful smile and an "Hola amigo!" to
15all; and
 
16    WHEREAS, Rep. Soto is survived by her husband, David; her
17daughters, Jennifer, Jacqueline (George), and Jessica
18(Bradley); five grandchildren; her siblings, Alice, Ignacio,
19Hector, and Lydia; and many relatives, friends, and
20colleagues; and
 
21    WHEREAS, Rep. Soto will be remembered for her leadership

1and contributions to the State, and her spirit and legacy will
2live on in the hearts of her husband, daughters,
3grandchildren, community, and the members of this Chamber;
4therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we mourn the passing of former State Representative Cynthia
8"Cindy" Soto and extend our sincere condolences to her family,
9friends, and all who knew and loved her; and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the family of Rep. Soto as an expression of our
12deepest sympathy.
