| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of former |
| 4 | | State Representative Cynthia "Cindy" Soto, who passed away on |
| 5 | | March 19, 2025; and |
| 6 | | WHEREAS, Rep. Soto was born to Lydia Niera and Ignacio |
| 7 | | Sanchez in San Antonio, Texas on July 8, 1962; she moved to |
| 8 | | Chicago, Illinois at the age of five; and |
| 9 | | WHEREAS, Rep. Soto, while working as a supervisor in the |
| 10 | | Child Support Division of the Cook County State's Attorney's |
| 11 | | Office, learned that she needed to address the issues facing |
| 12 | | her community as an elected official; and |
| 13 | | WHEREAS, Rep. Soto, as a founding member and co-chair of |
| 14 | | the Latino Caucus and the first Latina to represent the |
| 15 | | Northwest Side of Chicago, celebrated the vibrant Latino |
| 16 | | communities of the State and helped pass the TVDL, TRUST and |
| 17 | | DREAM Acts, ensuring more immigrants can live freely in the |
| 18 | | State they love and more children can go to college; and |
| 19 | | WHEREAS, Rep. Soto often expressed that two of her |
| 20 | | proudest legislative achievements were passing the Living Wage |
| 21 | | Act to raise the State minimum wage and expanding access to |

| 1 | | transplant and dialysis services to undocumented Illinoisans |
| 2 | | struggling with life-threatening kidney problems; and |
| 3 | | WHEREAS, Rep. Soto's efforts to reshape the Near Northwest |
| 4 | | Side were accomplished on and off the House floor; using her |
| 5 | | position as a board member of the Near Northwest Civic |
| 6 | | Committee, she championed community-based solutions to |
| 7 | | enfranchise more of her neighbors; and |
| 8 | | WHEREAS, Rep. Soto and her work shaped the course of |
| 9 | | policy discussions statewide, continually moving Illinois in a |
| 10 | | more compassionate, welcoming, and forward direction; and |
| 11 | | WHEREAS, Rep. Soto was recognized as a force at the State |
| 12 | | Capitol who skillfully accomplished things behind the scenes, |
| 13 | | and she was well-regarded as a wonderful, positive person and |
| 14 | | colleague who offered a joyful smile and an "Hola amigo!" to |
| 15 | | all; and |
| 16 | | WHEREAS, Rep. Soto is survived by her husband, David; her |
| 17 | | daughters, Jennifer, Jacqueline (George), and Jessica |
| 18 | | (Bradley); five grandchildren; her siblings, Alice, Ignacio, |
| 19 | | Hector, and Lydia; and many relatives, friends, and |
| 20 | | colleagues; and |
| 21 | | WHEREAS, Rep. Soto will be remembered for her leadership |

| 1 | | and contributions to the State, and her spirit and legacy will |
| 2 | | live on in the hearts of her husband, daughters, |
| 3 | | grandchildren, community, and the members of this Chamber; |
| 4 | | therefore, be it |
| 5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 6 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 7 | | we mourn the passing of former State Representative Cynthia |
| 8 | | "Cindy" Soto and extend our sincere condolences to her family, |
| 9 | | friends, and all who knew and loved her; and be it further |
| 10 | | RESOLVED, That a suitable copy of this resolution be |
| 11 | | presented to the family of Rep. Soto as an expression of our |
| 12 | | deepest sympathy. |
