HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Dr. Clare M. Ollayos on
4the occasion of her retirement from the Elgin Community
5College (ECC) Board of Trustees in April 2025; and
 
6    WHEREAS, Dr. Ollayos served as a trustee on the ECC board
7from 1995 to 2025; she served two consecutive terms as board
8chair from 2001 to 2002 and from 2002 to 2003 and also served
9three terms as the board's vice chair; and
 
10    WHEREAS, Dr. Ollayos is a past president of the Illinois
11Community College Trustee Association; she is a member of the
12Association of Community College Trustees, where she currently
13serves on the board of directors and has also served on the
14Finance and Audit Committee and Public Policy Committee; she
15also serves on the board for the Elgin Public Museum; and
 
16    WHEREAS, Dr. Ollayos is a chiropractic physician in Elgin;
17she graduated from St. Edward Central Catholic High School,
18Boston University, and the National University of Health
19Sciences in 1987; she graduated summa cum laude from Boston
20University's Sargent College of Health and Rehabilitation
21Sciences and worked as a motor coordination rehabilitation
22specialist at Summit School before entering her Doctor of

1Chiropractic training, which she received from the National
2College of Chiropractic; and
 
3    WHEREAS, Dr. Ollayos' civic involvement includes service
4with a number of organizations, including the Elgin Area
5Chamber of Commerce, the Amita Presence St. Joseph Community
6Advisory Board 2018 to present, the Hemmens Task Force 2015
7(chair), the Elgin Cultural Arts Commission (chair 1993-1998),
8the Elgin Community College Foundation (co-chair Capital
9Campaign 1994), the YWCA Board 1983-1987 (chair of YWCA Leader
10Luncheon 2002), the Elgin Public Museum of Natural History and
11Anthropology Board from 1993-2018, the Altrusa International
12Service Club 1989 to present (President of the Altrusa
13Foundation 2015-2017), the Illinois Chiropractic Foundation,
14the Fox Valley Arts Hall of Fame selection committee 2004 to
15present, and the Elgin Sports Hall of Fame; she also was a
16scholarship donor for multiple organizations, including ECC,
17Black Women's Association, Club Guadalupano, and the Doug
18Hoeft memorial scholarship; and
 
19    WHEREAS, Dr. Ollayos's awards include the 2009 Ray
20Hartstein Trustee Achievement Award from the Illinois
21Community College Trustees Association, the 2009 President's
22Award for Distinguished Service to the chiropractic profession
23by the National University of Health Sciences, the 2005 YWCA
24Leader Luncheon Gerberding Award for Public Service, the 2005

1Judson College D. Ray Wilson Volunteer Service Award, and the
22002 Distinguished Service Award from the Elgin Cosmopolitan
3Club; she has also been named an Outstanding Young Woman of
4Elgin and included as part of the 2000 Notable American Women;
5and
 
6    WHEREAS, Dr. Ollayos received an Elgin Image Award for
7Volunteer Extraordinaire in 2024, recognizing her nearly five
8decades of volunteerism; and
 
9    WHEREAS, Dr. Ollayos is an active YWCA volunteer and is a
10member of Altrusa International; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we congratulate Dr. Clare M. Ollayos on her retirement from
14the Elgin Community College Board of Trustees, and we wish her
15the best in all her future endeavors; and be it further
 
16    RESOLVED, That a suitable copy of this resolution be
17presented to Dr. Ollayos as a symbol of our respect and esteem.
