| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate Dr. Clare M. Ollayos on |
| 4 | | the occasion of her retirement from the Elgin Community |
| 5 | | College (ECC) Board of Trustees in April 2025; and |
| 6 | | WHEREAS, Dr. Ollayos served as a trustee on the ECC board |
| 7 | | from 1995 to 2025; she served two consecutive terms as board |
| 8 | | chair from 2001 to 2002 and from 2002 to 2003 and also served |
| 9 | | three terms as the board's vice chair; and |
| 10 | | WHEREAS, Dr. Ollayos is a past president of the Illinois |
| 11 | | Community College Trustee Association; she is a member of the |
| 12 | | Association of Community College Trustees, where she currently |
| 13 | | serves on the board of directors and has also served on the |
| 14 | | Finance and Audit Committee and Public Policy Committee; she |
| 15 | | also serves on the board for the Elgin Public Museum; and |
| 16 | | WHEREAS, Dr. Ollayos is a chiropractic physician in Elgin; |
| 17 | | she graduated from St. Edward Central Catholic High School, |
| 18 | | Boston University, and the National University of Health |
| 19 | | Sciences in 1987; she graduated summa cum laude from Boston |
| 20 | | University's Sargent College of Health and Rehabilitation |
| 21 | | Sciences and worked as a motor coordination rehabilitation |
| 22 | | specialist at Summit School before entering her Doctor of |
|

| 1 | | Chiropractic training, which she received from the National |
| 2 | | College of Chiropractic; and |
| 3 | | WHEREAS, Dr. Ollayos' civic involvement includes service |
| 4 | | with a number of organizations, including the Elgin Area |
| 5 | | Chamber of Commerce, the Amita Presence St. Joseph Community |
| 6 | | Advisory Board 2018 to present, the Hemmens Task Force 2015 |
| 7 | | (chair), the Elgin Cultural Arts Commission (chair 1993-1998), |
| 8 | | the Elgin Community College Foundation (co-chair Capital |
| 9 | | Campaign 1994), the YWCA Board 1983-1987 (chair of YWCA Leader |
| 10 | | Luncheon 2002), the Elgin Public Museum of Natural History and |
| 11 | | Anthropology Board from 1993-2018, the Altrusa International |
| 12 | | Service Club 1989 to present (President of the Altrusa |
| 13 | | Foundation 2015-2017), the Illinois Chiropractic Foundation, |
| 14 | | the Fox Valley Arts Hall of Fame selection committee 2004 to |
| 15 | | present, and the Elgin Sports Hall of Fame; she also was a |
| 16 | | scholarship donor for multiple organizations, including ECC, |
| 17 | | Black Women's Association, Club Guadalupano, and the Doug |
| 18 | | Hoeft memorial scholarship; and |
| 19 | | WHEREAS, Dr. Ollayos's awards include the 2009 Ray |
| 20 | | Hartstein Trustee Achievement Award from the Illinois |
| 21 | | Community College Trustees Association, the 2009 President's |
| 22 | | Award for Distinguished Service to the chiropractic profession |
| 23 | | by the National University of Health Sciences, the 2005 YWCA |
| 24 | | Leader Luncheon Gerberding Award for Public Service, the 2005 |

| 1 | | Judson College D. Ray Wilson Volunteer Service Award, and the |
| 2 | | 2002 Distinguished Service Award from the Elgin Cosmopolitan |
| 3 | | Club; she has also been named an Outstanding Young Woman of |
| 4 | | Elgin and included as part of the 2000 Notable American Women; |
| 5 | | and |
| 6 | | WHEREAS, Dr. Ollayos received an Elgin Image Award for |
| 7 | | Volunteer Extraordinaire in 2024, recognizing her nearly five |
| 8 | | decades of volunteerism; and |
| 9 | | WHEREAS, Dr. Ollayos is an active YWCA volunteer and is a |
| 10 | | member of Altrusa International; therefore, be it |
| 11 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 12 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 13 | | we congratulate Dr. Clare M. Ollayos on her retirement from |
| 14 | | the Elgin Community College Board of Trustees, and we wish her |
| 15 | | the best in all her future endeavors; and be it further |
| 16 | | RESOLVED, That a suitable copy of this resolution be |
| 17 | | presented to Dr. Ollayos as a symbol of our respect and esteem. |
