HOUSE RESOLUTION

 
2    WHEREAS, The State of Illinois currently requires
3candidates for pharmacist licensure to pass the Multistate
4Pharmacy Jurisprudence Examination (MPJE) in addition to the
5North American Pharmacist Licensure Examination (NAPLEX); and
 
6    WHEREAS, Pass rate data for the Illinois MPJE has prompted
7renewed interest in evaluating its effectiveness as a tool for
8assessing licensure readiness and ensuring alignment with best
9practices in competency assessment; and
 
10    WHEREAS, Variations in candidate performance between
11Illinois and other jurisdictions suggest an opportunity to
12examine the content, structure, and item development process
13of the Illinois MPJE to ensure it accurately reflects current
14law and supports workforce readiness; and
 
15    WHEREAS, There is substantial concern from academic and
16professional stakeholders that the Illinois MPJE question bank
17may be outdated and does not adhere to best practices in
18contemporary exam development; and
 
19    WHEREAS, Multiple national pharmacy organizations,
20including the American Association of Colleges of Pharmacy
21(AACP) and the American Pharmacists Association (APhA), have

1called for reform or the elimination of the stand-alone
2jurisprudence examination, citing redundancy, inconsistency,
3and a lack of correlation with public safety outcomes; and
 
4    WHEREAS, Other states and territories, including Alaska,
5Idaho, Michigan, Puerto Rico, Vermont, and the Virgin Islands,
6have eliminated the MPJE requirement, and evidence from Idaho
7shows no adverse impact on patient safety or regulatory
8enforcement following its elimination; and
 
9    WHEREAS, The requirement of a state-specific pharmacy law
10examination creates unnecessary barriers to licensure,
11contributing to workforce shortages and disincentivizing new
12graduates and out-of-state pharmacists from practicing in
13Illinois; and
 
14    WHEREAS, The Accreditation Council for Pharmacy Education
15(ACPE) already mandates comprehensive education in pharmacy
16law as part of every Doctor of Pharmacy curriculum, and all
17licensure candidates must complete supervised clinical
18training under licensed pharmacists; and
 
19    WHEREAS, Eliminating the MPJE as a barrier to licensure
20will promote greater workforce mobility, reduce costs for new
21graduates, and better position Illinois to attract and retain
22qualified pharmacists at a time of increasing pharmacy

1closures and service gaps; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we urge the Illinois Department of Financial and Professional
5Regulation (IDFPR), in consultation with the Illinois Board of
6Pharmacy, to eliminate the Multistate Pharmacy Jurisprudence
7Examination (MPJE) as a requirement for pharmacist licensure
8in the State of Illinois; and be it further
 
9    RESOLVED, That we encourage the IDFPR and the Illinois
10Board of Pharmacy to consider alternative approaches to
11ensuring pharmacists' understanding of state-specific laws and
12rules, including continuing education, attestation statements,
13or integration of jurisprudence content within the North
14American Pharmacist Licensure Examination (NAPLEX); and be it
15further
 
16    RESOLVED, That suitable copies of this resolution be
17delivered to the Secretary of IDFPR, the Chair of the Illinois
18Board of Pharmacy, and the deans of all accredited schools and
19colleges of pharmacy in the State of Illinois.
