| 3 | | who uphold public trust by ensuring the safe and efficient |
| 4 | | passage of mail, becoming familiar neighborhood figures in the |
| 5 | | communities they serve; and |
| 6 | | WHEREAS, Letter carriers deliver to homes and businesses |
| 7 | | six days a week, and increasingly seven days a week, in order |
| 8 | | to serve American communities and to ensure that residents and |
| 9 | | businesses receive essential correspondence, packages, and |
| 10 | | other items; and |
| 11 | | WHEREAS, The work of letter carriers often goes |
| 12 | | unrecognized despite the vital role they play in the daily |
| 13 | | lives of individuals, communities, and the functioning of |
| 14 | | commerce; and |
| 15 | | WHEREAS, As letter carriers carry out the constitutionally |
| 16 | | mandated duty to deliver mail, they balance the demands of |
| 17 | | public service with the right to decent pay, benefits, and |
| 18 | | working conditions, becoming the first postal workers to form |
| 19 | | a union, the National Association of Letter Carriers (NALC), |
| 20 | | in 1889; and |
