| 2 | | WHEREAS, It is imperative for State agencies to regulate |
| 3 | | the use of electrical lights in State buildings and facilities |
| 4 | | to better conserve energy and to minimize light pollution; and |
| 5 | | WHEREAS, It is the policy of this State to make every |
| 6 | | effort to reduce the amount of energy that is unnecessarily |
| 7 | | used and to minimize light pollution; and |
| 8 | | WHEREAS, Turning off electrical lights whenever possible |
| 9 | | in State buildings and facilities saves energy that translates |
| 10 | | to lower energy bills and a smaller carbon footprint; and |
| 11 | | WHEREAS, Shutting off lights when not in use also reduces |
| 12 | | light pollution from unnecessary artificial light at night |
| 13 | | that can harm wildlife, disrupt natural behaviors, and |
| 14 | | diminish the visibility of the night sky; therefore, be it |
| 15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 16 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 17 | | we encourage State agencies to regulate the use of electrical |
| 18 | | lights in State buildings and facilities to better conserve |
| 19 | | energy and to minimize light pollution, and we urge electrical |
| 20 | | lights in State buildings and facilities to be turned off |
| 21 | | unless the building or facility or that part of it is occupied, |
