HOUSE RESOLUTION

 
2    WHEREAS, It is imperative for State agencies to regulate
3the use of electrical lights in State buildings and facilities
4to better conserve energy and to minimize light pollution; and
 
5    WHEREAS, It is the policy of this State to make every
6effort to reduce the amount of energy that is unnecessarily
7used and to minimize light pollution; and
 
8    WHEREAS, Turning off electrical lights whenever possible
9in State buildings and facilities saves energy that translates
10to lower energy bills and a smaller carbon footprint; and
 
11    WHEREAS, Shutting off lights when not in use also reduces
12light pollution from unnecessary artificial light at night
13that can harm wildlife, disrupt natural behaviors, and
14diminish the visibility of the night sky; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we encourage State agencies to regulate the use of electrical
18lights in State buildings and facilities to better conserve
19energy and to minimize light pollution, and we urge electrical
20lights in State buildings and facilities to be turned off
21unless the building or facility or that part of it is occupied,

1unless the building or facility is open 24-hours a day,
2limited to the areas and floors that are occupied, or unless
3the lighting is required for security or safety purposes; and
4be it further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to the Secretary of State Alexi Giannoulias and all
7State agencies.
