HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Roxie
4Lee "Rocky" Frederick Jr., who passed away on March 31, 2025;
5and
 
6    WHEREAS, Roxie Frederick was born on December 28, 1955; he
7married Joyce Marie Tooley on January 8, 1973; he spent each
8day learning something new, and he earned accolades in
9photography from Lake Land College and obtained a diploma in
10welding; he made the front page of the Litchfield News Herald,
11and his image of the Illinois State Capitol was chosen for
12official use by the State; he captured shots of the new Busch
13Stadium and sold them to fans all across Central Illinois; and
 
14    WHEREAS, Roxie Frederick photographed the beauty of the
15pine tree landscape at the old Litchfield Lake, and those
16photos are on display at the Old Route 66 Litchfield Museum;
17his pictures are also displayed along the hallways at Lincoln
18Land Community College-Litchfield; he was accomplished at
19everything he pursued and noted for being a hard worker; he
20dedicated every day towards giving his family his best; and
 
21    WHEREAS, Roxie Frederick was a true explorer at heart,
22taking road trips with Joyce across the country, from coast to

1coast; he was a lifelong St. Louis Cardinals fan, and he passed
2his love of baseball on to his children and even coached his
3son's junior high school team; baseball was tied to the
4foundation of his life, whether he was watching games at home,
5listening to them at work, or cheering from the stands at Busch
6Stadium; and
 
7    WHEREAS, Roxie Frederick worked as a laborer at Illinois
8Coal Mines for five years; he then worked as a mail messenger
9and logistics manager for the Illinois Department of Commerce
10and Economic Opportunity for 20 years; he proceeded to work as
11a commuter bus driver for 17 years, taking State employees to
12Springfield and serving Cavallo Bus Lines on weekends, and he
13was beloved by colleagues and patrons alike; and
 
14    WHEREAS, Roxie Frederick left a legacy of love, laughter,
15and deep devotion, and his spirit will live on through the
16countless lives he touched; and
 
17    WHEREAS, Roxie Frederick was preceded in death by his
18parents, Roxie Lee Frederick Sr. and Virginia Irene (Lassiter)
19Frederick; and
 
20    WHEREAS, Roxie Frederick is survived by his wife of 52
21years, Joyce; his children, Shelly (Brian Stewart) Grigoroff,
22Jeremy (Merisa) Frederick, and Jessica (Ryan) Dougherty; ten

1grandchildren; one great-grandchild; his sisters, Mary Ann
2Snyder and Robin (Phillip) Frederick; and his brothers, Dale
3Frederick and Charles "Chuck" (Heather) Frederick; therefore,
4be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we mourn the passing of Roxie Lee "Rocky" Frederick Jr. and
8extend our sincere condolences to his family, friends, and all
9who knew and loved him; and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the family of Roxie Frederick as an expression of
12our deepest sympathy.
