| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are saddened to learn of the death of Roxie | ||||||
| 4 | Lee "Rocky" Frederick Jr., who passed away on March 31, 2025; | ||||||
| 5 | and | ||||||
| 6 | WHEREAS, Roxie Frederick was born on December 28, 1955; he | ||||||
| 7 | married Joyce Marie Tooley on January 8, 1973; he spent each | ||||||
| 8 | day learning something new, and he earned accolades in | ||||||
| 9 | photography from Lake Land College and obtained a diploma in | ||||||
| 10 | welding; he made the front page of the Litchfield News Herald, | ||||||
| 11 | and his image of the Illinois State Capitol was chosen for | ||||||
| 12 | official use by the State; he captured shots of the new Busch | ||||||
| 13 | Stadium and sold them to fans all across Central Illinois; and | ||||||
| 14 | WHEREAS, Roxie Frederick photographed the beauty of the | ||||||
| 15 | pine tree landscape at the old Litchfield Lake, and those | ||||||
| 16 | photos are on display at the Old Route 66 Litchfield Museum; | ||||||
| 17 | his pictures are also displayed along the hallways at Lincoln | ||||||
| 18 | Land Community College-Litchfield; he was accomplished at | ||||||
| 19 | everything he pursued and noted for being a hard worker; he | ||||||
| 20 | dedicated every day towards giving his family his best; and | ||||||
| 21 | WHEREAS, Roxie Frederick was a true explorer at heart, | ||||||
| 22 | taking road trips with Joyce across the country, from coast to | ||||||
| |||||||
| |||||||
| 1 | coast; he was a lifelong St. Louis Cardinals fan, and he passed | ||||||
| 2 | his love of baseball on to his children and even coached his | ||||||
| 3 | son's junior high school team; baseball was tied to the | ||||||
| 4 | foundation of his life, whether he was watching games at home, | ||||||
| 5 | listening to them at work, or cheering from the stands at Busch | ||||||
| 6 | Stadium; and | ||||||
| 7 | WHEREAS, Roxie Frederick worked as a laborer at Illinois | ||||||
| 8 | Coal Mines for five years; he then worked as a mail messenger | ||||||
| 9 | and logistics manager for the Illinois Department of Commerce | ||||||
| 10 | and Economic Opportunity for 20 years; he proceeded to work as | ||||||
| 11 | a commuter bus driver for 17 years, taking State employees to | ||||||
| 12 | Springfield and serving Cavallo Bus Lines on weekends, and he | ||||||
| 13 | was beloved by colleagues and patrons alike; and | ||||||
| 14 | WHEREAS, Roxie Frederick left a legacy of love, laughter, | ||||||
| 15 | and deep devotion, and his spirit will live on through the | ||||||
| 16 | countless lives he touched; and | ||||||
| 17 | WHEREAS, Roxie Frederick was preceded in death by his | ||||||
| 18 | parents, Roxie Lee Frederick Sr. and Virginia Irene (Lassiter) | ||||||
| 19 | Frederick; and | ||||||
| 20 | WHEREAS, Roxie Frederick is survived by his wife of 52 | ||||||
| 21 | years, Joyce; his children, Shelly (Brian Stewart) Grigoroff, | ||||||
| 22 | Jeremy (Merisa) Frederick, and Jessica (Ryan) Dougherty; ten | ||||||

| 1 | grandchildren; one great-grandchild; his sisters, Mary Ann | ||||||
| 2 | Snyder and Robin (Phillip) Frederick; and his brothers, Dale | ||||||
| 3 | Frederick and Charles "Chuck" (Heather) Frederick; therefore, | ||||||
| 4 | be it | ||||||
| 5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 6 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 7 | we mourn the passing of Roxie Lee "Rocky" Frederick Jr. and | ||||||
| 8 | extend our sincere condolences to his family, friends, and all | ||||||
| 9 | who knew and loved him; and be it further | ||||||
| 10 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 11 | presented to the family of Roxie Frederick as an expression of | ||||||
