| 2 | | WHEREAS, Scott Humbard was born on May 19, 1970 and earned |
| 3 | | an associate's degree from Elgin Community College in 1990; |
| 4 | | and |
| 5 | | WHEREAS, Moving to Charleston, Scott Humbard graduated |
| 6 | | from Eastern Illinois University (EIU) with a bachelor's |
| 7 | | degree in 1992, remaining with EIU to complete his work for a |
| 8 | | master's degree in 1993; both of his degrees were in political |
| 9 | | science and government; and |
| 10 | | WHEREAS, These chosen majors helped Scott Humbard gain |
| 11 | | entry into the Illinois General Assembly legislative staff |
| 12 | | system through the Illinois Legislative Staff Internship |
| 13 | | Program (ILSIP), working with the Illinois House Republican |
| 14 | | staff starting in fall 1994; and |
| 15 | | WHEREAS, From the start of his work for the Illinois |
| 16 | | House, Scott Humbard concentrated on issues centering on |
| 17 | | energy and the environment; this work reached a peak in the |
| 18 | | two-year Joint Committee on Electric Restructuring process to |
| 19 | | negotiate the Illinois electric deregulation bill; and |
| 20 | | WHEREAS, The electric deregulation bill negotiated through |
| 21 | | the Joint Committee process was enacted in the spring of 1998 |

| 1 | | as P.A. 90-561, and as a key staff participant in these |
| 2 | | negotiations, Scott Humbard made valuable contacts to help |
| 3 | | perfect his knowledge and understanding of the legislative |
| 4 | | process; and |
| 5 | | WHEREAS, After the 1998 veto session, Scott Humbard moved |
| 6 | | to advocacy work for the Chemical Industry Council of |
| 7 | | Illinois, representing over 150 chemical manufacturers and |
| 8 | | suppliers, and in this position, he helped secure passage of |
| 9 | | legislation to reform and modernize the Illinois brownfield |
| 10 | | remediation program, thereby improving the resale values and |
| 11 | | safety profiles of manufacturing-affected parcels of Illinois |
| 12 | | real estate; and |
| 13 | | WHEREAS, Until the 1990s, the organizational structure |
| 14 | | that governed U.S. electricity was the principle of vertical |
| 15 | | integration, where a single firm held closely regulated, |
| 16 | | one-company control over the generation and supply of |
| 17 | | electricity; and |
| 18 | | WHEREAS, Scott Humbard's work in 1998 with Illinois |
| 19 | | electric deregulation presented him with evidence that this |
| 20 | | paradigm was nearing the end of its useful life; and |
| 21 | | WHEREAS, In September 2001, utilizing this insight, Scott |
| 22 | | Humbard moved from the Chemical Industry Council to Exelon |

| 1 | | Generation, with a focus on representing this growing |
| 2 | | electrical utility firm in its state and local government |
| 3 | | affairs; and |
| 4 | | WHEREAS, In the 2010s, the laws governing the regulated |
| 5 | | rates that Exelon could obtain for the electricity generated |
| 6 | | by some of its nuclear power generating plants, particularly |
| 7 | | its Clinton and Quad Cities reactors, made it infeasible for |
| 8 | | the company to seek these plants' re-licensure and long-term |
| 9 | | operation; and |
| 10 | | WHEREAS, Especially in the years 2014 through 2016, Scott |
| 11 | | Humbard had the challenging task of presenting these realities |
| 12 | | to leaders throughout Illinois, especially in the Illinois |
| 13 | | General Assembly, to convince them to take the difficult step |
| 14 | | of adjusting Illinois' allowable nuclear power plant rates of |
| 15 | | return; and |
| 16 | | WHEREAS, Scott Humbard worked with the Illinois General |
| 17 | | Assembly to enact the Future Energy Jobs Act in 2016, which, |
| 18 | | among other items, preserved nuclear energy generation in |
| 19 | | Illinois; and |
| 20 | | WHEREAS, In 2021, this act was followed by the Climate and |
| 21 | | Equitable Jobs Act, which expanded the process of bringing the |
| 22 | | distributed-source-generation of solar power and wind power |

| 1 | | into full participation in the future Illinois supply grid; |
| 2 | | and |
| 3 | | WHEREAS, As the U.S. electric utility industry continued |
| 4 | | to evolve into a new paradigm, Exelon spun off its generating |
| 5 | | arm in February 2022 as a new firm, Constellation Energy; and |
| 6 | | WHEREAS, Serving Constellation Energy as its Vice |
| 7 | | President of State Government Affairs, Scott Humbard directed |
| 8 | | his firm's state legislative and regulatory initiatives and |
| 9 | | its operation of clean, carbon-free energy generating plants |
| 10 | | in 17 U.S. states; and |
| 11 | | WHEREAS, In his work with Exelon and with Constellation |
| 12 | | Energy, Scott Humbard served as board chairman of the Illinois |
| 13 | | Energy Association and as chairman of the Illinois Competitive |
| 14 | | Energy Association; and |
| 15 | | WHEREAS, Although the holder of several chairmanships, |
| 16 | | Scott Humbard could not hold a candle, let alone a nuclear |
| 17 | | reactor, to the true Chairman of the Board, Frank Sinatra; and |
| 18 | | WHEREAS, As his challenging professional life continued, |
| 19 | | Scott Humbard became more and more aware of a certain |
| 20 | | beautiful lake in western Kentucky, which is filled with |
| 21 | | crappie fish; and |

| 1 | | WHEREAS, Scott Humbard found that one does not have to go |
| 2 | | to the Canadian border to find a thousand islands; and |
| 3 | | WHEREAS, Before he casts his line into the waters of our |
| 4 | | friendly neighbor state, the University of Illinois |
| 5 | | Springfield named Scott Humbard to its Illinois Legislative |
| 6 | | Staff Internship Hall of Fame on April 23, 2024, as a fitting |
| 7 | | example of the work that the Illinois legislative staffs do in |
| 8 | | preparing their people for potential statewide and even |
| 9 | | national leadership; therefore, be it |
| 10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 11 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 12 | | we congratulate Scott D. Humbard for his successful career, |
| 13 | | which began in our building and spun outward to encompass 17 |
| 14 | | states, and the generation of many gigawatts of essential |
| 15 | | electric energy for America's future; and be it further |
| 16 | | RESOLVED, That we wish for Scott Humbard to have many |
| 17 | | years of sun, water, and music; and be it; and be it further |
| 18 | | RESOLVED, That a suitable copy of this resolution be |
| 19 | | presented to Scott Humbard, Vice President of Constellation |
| 20 | | Energy, as a symbol of our respect and esteem. |
