HOUSE RESOLUTION

 
2    WHEREAS, In the State of Illinois, all driver's license
3applicants must have a vision screening or submit a Vision
4Specialist Report completed by a licensed optometrist,
5ophthalmologist, or physician dated within six months of a
6facility visit; and
 
7    WHEREAS, Vision requirements include a minimum visual
8acuity of 20/40 with or without corrective lenses and at least
9a 140-degree peripheral vision, or the ability to see to the
10side, with or without corrective lenses; those applicants with
11a visual acuity between 20/41 and 20/70 are limited to
12daylight driving only; and
 
13    WHEREAS, If you wear glasses or contact lenses, a
14restriction will be noted on your driver's license, requiring
15you to wear glasses or contact lenses when operating a
16vehicle; and
 
17    WHEREAS, If you wear telescopic lenses, you must meet
18special requirements and undergo additional vision testing to
19receive a driver's license; and
 
20    WHEREAS, The Secretary of State utilizes machines that
21assist personnel in screening applicants' respective vision;

2    WHEREAS, These machines often require direct contact with
3an applicant's forehead and the area near the eyes; and
 
4    WHEREAS, Some bacterial and viral eye infections, such as
5conjunctivitis, commonly known as pink eye, can be spread from
6person to person; someone may develop pink eye after coming
7into contact with an infected eye or after touching surfaces
8contaminated with the germs of an infected person; therefore,
9be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we urge the Secretary of State to develop uniformed training
13and to provide sanitary materials for cleaning the vision
14screener machines between uses; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16delivered to Secretary of State Alexi Giannoulias.
