HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of
4Connecticut State Representative Kevin Ryan, who passed away
5on November 23, 2025; and
 
6    WHEREAS, Kevin Ryan, the son of Joseph P. Ryan and Hazel
7Claire (McGuane) Ryan, was born in Fitchburg, Massachusetts on
8August 1, 1952; he graduated from St. Bernard's High School;
9he received a Bachelor of Arts in English and a Bachelor of
10Science in Biology from Villanova University, a Doctorate in
11Optometry and a certificate in Public Health from the
12Pennsylvania College of Optometry, where he later served on
13the Board of Trustees; he also held a Master of Arts in
14Community Psychology from the University of New Haven; and
 
15    WHEREAS, Kevin Ryan worked part-time at the Connecticut
16Visual Health Center in Bridgeport early in his career while
17also contributing to his family business, Uncas Foods, Inc; he
18started serving as an adjunct faculty member teaching physics
19at the University of New Haven in 1980; he later worked for
20Mobile Medical Testing Service, now known as Exemplar Health
21Services, until 2003; and
 
22    WHEREAS, Kevin Ryan's commitment to public service defined

1much of his life; he served on the Montville Board of
2Education, including as chairman for six years and as
3secretary for one year; he was then elected to the Connecticut
4House of Representatives, representing the 139th legislative
5district, in 1992, serving for 32 years; during his tenure, he
6served as co-chairman of the Labor and Public Employees
7Committee for eight years, and, most recently, he held the
8role of assistant deputy speaker pro tempore of the
9Connecticut House of Representatives; he was the consummate
10statesman and worked tirelessly to help his constituents; and
 
11    WHEREAS, Kevin Ryan was deeply engaged on a national level
12with legislative and leadership organizations; he had served
13as the president and treasurer of the National Conference of
14Legislators from Gaming States and treasurer of the Summit of
15Rural and Agricultural Leaders, and he was recently elected
16national chair of the Council of State Governments; he
17attended the Robert J. Thompson Eastern Leadership Academy and
18was a Tolls Fellow; he also served as a member of the
19Agriculture Task Force and on the Executive Committee
20representing the Council of State Governments (CSG) Eastern
21Regional Conference (ECR) with the National Council of State
22Legislatures; and
 
23    WHEREAS, Kevin Ryan was equally devoted to community
24organizations; he was a member of Rotary International, the

1Elks, and the Knights of Columbus; he served as a past chair of
2the Montville Democratic Town Committee, as a Justice of the
3Peace, and as president of the Board for Big Brothers/Big
4Sisters of Southeastern Connecticut; he also contributed his
5time to the Alliance for Living Board of Directors, the
6Eastern Connecticut Cable TV Advisory Board, and as chair of
7the Nuclear Energy Advisory Council; and
 
8    WHEREAS, Kevin Ryan was preceded in death by his parents;
9his siblings, Joseph, Richard, William, and Carol; and several
10aunts, uncles, nieces, and nephews; and
 
11    WHEREAS, Kevin Ryan is survived by his cousins, Martha
12McGuane, Thomas McGuane, George McGuane, Mark McGuane, and
13John McGuane; his godson, Mackenzie Caron; and many friends;
14therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we mourn the passing of Kevin Ryan and extend our sincere
18condolences to his family, friends, and all who knew and loved
19him; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to the family of Kevin Ryan as an expression of our
22deepest sympathy.
