| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Elise |
| 4 | | Lorraine "Lisa" Horton-Newkirk; and |
| 5 | | WHEREAS, Elise Horton-Newkirk was born in Chicago to |
| 6 | | Willie Mac Horton and Lula Rhyne Horton on August 19, 1958; she |
| 7 | | attended Cook Elementary School and graduated from Simeon |
| 8 | | Vocational High School; she earned her certification as a |
| 9 | | registered nurse at Olive-Harvey Junior College; she married |
| 10 | | Hubert Newkirk on May 17, 1996; and |
| 11 | | WHEREAS, Elise Horton-Newkirk had a successful career in |
| 12 | | nursing, working for several companies before finding her |
| 13 | | calling with the medical unit of the Chicago Fire Department; |
| 14 | | she served with dedication and compassion until her retirement |
| 15 | | in 2013; and |
| 16 | | WHEREAS, Elise Horton-Newkirk joined Oakdale Covenant |
| 17 | | Church in 1992 and was a faithful member who served in the |
| 18 | | health ministry; and |
| 19 | | WHEREAS, Elise Horton-Newkirk was dedicated to her family, |
| 20 | | attending nearly every event, reunion, and holiday gathering; |
| 21 | | she enjoyed spending time with her sister, Tiffany, shopping, |

| 1 | | watching movies, attending live entertainment events, or |
| 2 | | simply hanging out; she was also a devoted daughter and |
| 3 | | caregiver to her parents; and |
| 4 | | WHEREAS, Elise Horton-Newkirk was a true creative spirit; |
| 5 | | she enjoyed cooking and embraced challenging recipes with the |
| 6 | | confidence of a master chef; she canned, baked, and blended |
| 7 | | her own sauces and found genuine joy in taking care of her |
| 8 | | home; she crafted her own soaps, candles, lotions, and |
| 9 | | skincare products and advocated fiercely for preparedness and |
| 10 | | survival skills; she loved water aerobics, spa trips, luxury |
| 11 | | hotel getaways, and cruises with her husband; and |
| 12 | | WHEREAS, Elise Horton-Newkirk was preceded in death by her |
| 13 | | mother, Lula Rhyne Horton; and |
| 14 | | WHEREAS, Elise Horton-Newkirk is survived by her husband, |
| 15 | | Hubert; her daughter, Tiffany Horton; her father, Willie Mac |
| 16 | | Horton; her sister, Karen (Alonzo) Horton Alexander; her |
| 17 | | brother, Darryl (Corthelius) Horton; her stepdaughter, Michele |
| 18 | | Newkirk; her stepson, Kevin Newkirk; her nephew, Darryl "DJ" |
| 19 | | Horton Jr.; her niece, Khloe Perry; her aunts, Doris |
| 20 | | (Reginald) Andrews, Delores Humphries, Carolyn Rhyne, Willie |
| 21 | | Mae Johnson, Mazell Ryan, and Ethel Standford; her uncles, |
| 22 | | Melvin (Shirley) Rhyne and Warren Schaffer; and numerous |
| 23 | | cousins, extended family, and friends; therefore, be it |

| 1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 2 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 3 | | we mourn the passing of Elise Lorraine "Lisa" Horton-Newkirk |
| 4 | | and extend our sincere condolences to her family, friends, and |
| 5 | | all who knew and loved her; and be it further |
| 6 | | RESOLVED, That a suitable copy of this resolution be |
| 7 | | presented to the family of Elise Horton-Newkirk as a symbol of |
| 8 | | our deepest sympathy. |
