HOUSE RESOLUTION

 
2    WHEREAS, The year 2025 marks the 50th anniversary of the
3National Conference of State Legislatures (NCSL) and the 20th
4anniversary of the Province of Québec's adhesion as an
5affiliate member of the NCSL; and
 
6    WHEREAS, In the past decade, Québec has strengthened its
7interparliamentary relationships with the United States
8through its involvement in the Conference of the Great Lakes
9and St. Lawrence Governors & Premiers and the Great Lakes-St.
10Lawrence Legislative Caucus; and
 
11    WHEREAS, Québec maintains close ties with the State of
12Illinois, notably through its involvement in these forums, and
13there is great importance attached by Québec and Illinois, as
14well as by the states, provinces, and cities involved in the
15Great Lakes-St. Lawrence Conference, the Great Lakes-St.
16Lawrence Legislative Caucus, and the Great Lakes and St.
17Lawrence Cities Initiatives, to issues relating to water,
18trade, and the environment; and
 
19    WHEREAS, The Great Lakes and St. Lawrence states and
20provinces collectively manage 20% of the world's surface fresh
21water and provide drinking water for over 40 million people,
22emphasizing the importance of their relationship and their

1particularly strategic position in terms of freshwater
2management and sustainability; and
 
3    WHEREAS, Together, the Great Lakes and St. Lawrence states
4and provinces constitute an economic region equivalent to the
5world's 3rd largest economy; and
 
6    WHEREAS, Québec and Illinois both wish to increase tourism
7while promoting sustainable tourism in the Great Lakes-St.
8Lawrence region; and
 
9    WHEREAS, Québec selecting Illinois as the location to
10establish its Midwest office underscores the importance of
11Illinois for Québec's diplomatic and international outreach
12and the strength of their bilateral relationship; and
 
13    WHEREAS, Over the past five years, trade between Québec
14and Illinois has increased by more than 90%; and
 
15    WHEREAS, Québec is Illinois' 2nd largest investor among
16Canadian provinces and ranks as the 15th largest international
17destination for Illinois products; and
 
18    WHEREAS, Québec was the United States' principal partner
19in primary aluminum in 2024; and

1    WHEREAS, Québec proudly ranks as the 2nd importer of
2Illinois-made motor cars; and
 
3    WHEREAS, Approximately 75 Québec-owned companies currently
4operate in Illinois, directly creating local jobs, while more
5than 120 Illinois-based businesses maintain operations in
6Québec; and
 
7    WHEREAS, Both Québec and Illinois maintain expertise and
8leadership in agricultural technologies, life sciences, clean
9energy, and artificial intelligence; and
 
10    WHEREAS, The remarkable partnership between Québec and
11Illinois should be recognized appropriately during this
12special time; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we commend the decades-long partnership between the Province
16of Québec and the State of Illinois, and we extend our best
17wishes for many more years of mutual prosperity and growth;
18and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to the National Assembly of Québec as an expression
21of our esteem and respect.
