HOUSE RESOLUTION

 
2    WHEREAS, On September 12, 2025, Silverio Villegas Gonzalez
3was shot and killed by Immigration and Customs Enforcement
4(ICE) operating in Franklin Park, Illinois; and
 
5    WHEREAS, On October 4, 2025, Marimar Martinez was shot
6five times while she was driving to church by Border Patrol
7agents operating in Chicago, Illinois; agents attempted to
8justify their shooting by labeling Martinez a "domestic
9terrorist" and claiming she was attempting to use her car to
10assault agents, charges which federal prosecutors found to be
11without merit; instead, body camera footage showed agents
12holding Martinez at gunpoint, stating "Do something", and
13calling her a profane name before opening fire; and
 
14    WHEREAS, On October 17, 2025, Philip Brown was shot and
15injured by a Homeland Security Investigations agent operating
16in Washington, D.C., claiming Brown was attempting to flee a
17traffic stop, a charge which a judge found to be without merit;
18and
 
19    WHEREAS, On October 21, 2025, Carlitos Richard Parias was
20shot and wounded by an ICE agent in Los Angeles, California;
21agents justified the shooting by claiming Parias was
22attempting to use his car to assault agents, a charge which a

1judge dismissed; and
 
2    WHEREAS, On October 29, 2025, Jose Garcia-Sorto was shot
3and injured by an ICE agent operating in Phoenix, Arizona,
4claiming Garcia-Sorto was attempting to flee a traffic stop;
5and
 
6    WHEREAS, On October 30, 2025, Carlos Jimenez was shot and
7injured by an ICE agent operating in Ontario, California,
8claiming that Jimenez was attempting to use his car to assault
9officers; and
 
10    WHEREAS, On November 13, 2025, Justin Bryant Nelson was
11shot at by a Homeland Security Investigations agent operating
12in Washington, D.C., claiming Nelson ran a red light; and
 
13    WHEREAS, On December 11, 2025, an unidentified man was
14shot and killed by a Border Patrol agent operating in Rio
15Grande City, Texas, claiming the man was wearing camouflage
16clothing and attempted to flee from agents; and
 
17    WHEREAS, On December 24, 2025, Tiago Alexandre
18Sousa-Martins and Solomon Antonio Serrano-Esquivel were shot
19at by an ICE agent operating in Glen Burnie, Maryland,
20claiming Sousa-Martins was attempting to use his car to
21assault officers; and

1    WHEREAS, On January 7, 2026, Renee Nicole Good was shot
2and killed by an ICE agent operating in St. Paul, Minnesota;
3while Department of Homeland Security Secretary Kristi Noem
4rushed to defame Good as a "domestic terrorist" and claimed
5she was attempting to assault agents with her car, footage
6from agents' cameras and from bystanders showed Good calmly
7telling agents, "That's fine, dude. I'm not mad at you",
8before trying to navigate away from the situation; footage
9then showed an agent shooting Good three times and calling her
10profane names; and
 
11    WHEREAS, On January 8, 2026, Luis David Nico Moncada and
12Yorlenys Betzabeth Zambrano-Contreras were shot by a Customs
13and Border Patrol agent operating in Portland, Oregon,
14claiming Moncada was attempting to use his car to assault
15officers; and
 
16    WHEREAS, On January 14, 2026, Julio Cesar Sosa-Celis was
17shot and injured by an ICE agent operating in Minneapolis,
18Minnesota, claiming Sosa-Celis was resisting arrest; and
 
19    WHEREAS, These victims of President Donald J. Trump and
20Homeland Security Secretary Kristi Noem's brutal and lawless
21raids have been lifelong citizens, new Americans living
22peacefully and legally under visas, and immigrants alike; none

1were given a chance to prove their citizenship, none were
2given a background check to prove they were law-abiding
3citizens, and none were offered due process before they were
4shot; and
 
5    WHEREAS, These alleged murders and shootings, many
6conducted in broad daylight and in full view of the public, are
7just the most visible abuses perpetrated as part of the
8Trump-Noem raids; the Project on Government Oversight found
9that within ICE detention centers, which the Trump
10Administration refuses to open to even the most basic
11oversight, 32 people died in ICE custody in 2025; and
 
12    WHEREAS, Every American citizen, every legal immigrant,
13every asylum seeker, and every undocumented person is entitled
14to the basic right of due process under the United States
15Constitution, and every detention, every abuse, and every
16murder is the responsibility of President Donald Trump and
17Secretary Kristi Noem; and
 
18    WHEREAS, The willingness of Secretary Noem and the agents
19under her command to defame the victims and rationalize deadly
20force with a boilerplate narrative that has frequently failed
21to stand up to basic scrutiny is an alarm to every American;
22therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we condemn the acts of excessive and deadly force deployed by
4federal agents of Immigration and Customs Enforcement (ICE),
5Customs and Border Patrol, Homeland Security Investigations,
6and others operating under the direction of President Donald
7J. Trump and Department of Homeland Security Secretary Kristi
8Noem; and be it further
 
9    RESOLVED, That we call for a fully independent
10investigation into all Department of Homeland
11Security-involved shootings, killings, and deaths in custody,
12and we call for the appointment of an independent counsel to
13prosecute agents, administrators, and political appointees
14found to have committed, directed, or covered up these acts of
15violence; and be it further
 
16    RESOLVED, That we call for the immediate resignation of
17Secretary Kristi Noem, and we call for her immediate
18impeachment if she refuses to resign.
