HOUSE RESOLUTION

WHEREAS, President Donald J. Trump's unilaterally imposed tariffs have raised taxes on every American and have increased the price of practically every purchase families make every time they go to the store; and

WHEREAS, While President Trump continues to lie and claim that tariffs are a penalty on foreign nations, a comprehensive study of Trump's tariffs conducted by the Kiel Institute for the World Economy found that 96% of Trump's tariffs were paid by American consumers; and

WHEREAS, Data from the United States Department of the Treasury and Goldman Sachs found that President Trump's tariffs cost Americans $159 billion in 2025, a tax of $1,200 on every household; and

WHEREAS, These tariffs have driven the affordability crisis, hitting modest-income and middle-income families hardest; and

WHEREAS, President Trump's tariffs took money that working families should have been able to invest for retirement, use toward making a down payment on a home, or utilize in other ways to build long-term economic security, thereby robbing families not only in the short term but in the long term as well; and

WHEREAS, President Trump's flimsy reliance on emergency powers to justify his tax increases have been repeatedly rejected by courts; and

WHEREAS, President Trump's tariffs show his self-proclaimed "America First" agenda to be in reality a "Tax America First" agenda; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we call upon President Donald J. Trump to immediately suspend his tariff scheme and halt all efforts to defend his unilateral tax increases in court; and be it further

RESOLVED, That we call upon the United States Department of the Treasury to immediately issue $2,000 payments to every American household with an annual income below $250,000 as a refund of families' lost wages and savings, and as an apology for Donald Trump's illegal tax increases.
