| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of LaQuinda |
| 4 | | Rhodesia Carr, who passed away on January 7, 2026; and |
| 5 | | WHEREAS, LaQuinda Carr, the daughter of Kenneth E. Davis |
| 6 | | and Mary R. Davis, was born in Waukegan on August 10, 1976; she |
| 7 | | attended high school in Waukegan, later earning her G.E.D.; |
| 8 | | she studied at Gateway Technical College in Kenosha, |
| 9 | | Wisconsin, and she later studied at Excelsior College in New |
| 10 | | York; and |
| 11 | | WHEREAS, LaQuinda Carr, as a registered nurse, served with |
| 12 | | dedication at Better Living and Laurels of West Carrollton |
| 13 | | until her health declined; she embodied caregiving in every |
| 14 | | aspect of her life, serving as a nurturing presence to her |
| 15 | | nieces and nephews, whom she lovingly raised as her own |
| 16 | | children, instilling in them values of strength, kindness, and |
| 17 | | self-sufficiency; and |
| 18 | | WHEREAS, LaQuinda Carr committed to her faith at an early |
| 19 | | age while attending Eternal Flame African Methodist Episcopal |
| 20 | | Church, which she considered her spiritual home, and she was |
| 21 | | inducted into the Phi Theta Kappa International Honor Society; |
| 22 | | and |

| 1 | | WHEREAS, LaQuinda Carr was a woman of many talents and |
| 2 | | boundless energy who loved singing gospel songs, cooking |
| 3 | | elaborate meals, hosting celebrations and feasts, dancing, |
| 4 | | fishing, and working on cars; and |
| 5 | | WHEREAS, LaQuinda Carr, affectionately known as "Nanny", |
| 6 | | lived a life defined by compassion, resilience, and unwavering |
| 7 | | devotion to those she loved; she will be remembered for her |
| 8 | | wisdom, her laughter, and her generosity; and |
| 9 | | WHEREAS, LaQuinda Carr was preceded in death by her |
| 10 | | parents; her ex-husband, David J. Viirre; her siblings, |
| 11 | | Christopher R. Bell and Mary M. Davis; her uncles, Carl Bell, |
| 12 | | Roger Bell Jr., Tommy Davis, Rick Sanders, and Maurice Cox; |
| 13 | | her aunts, Marie V. Bell, Sadie (Bell) Green, Rozetta |
| 14 | | Davis-Henderson; and her grandparents, Roger Bell, Maggie |
| 15 | | Lane, Jack T. Lane, Roosevelt Davis Sr., and LaRuth (Collins) |
| 16 | | Davis; and |
| 17 | | WHEREAS, LaQuinda Carr is survived by her siblings, Parita |
| 18 | | Jackson, Marie Bryant, Kenesha (Mahamat Khalil) Djalal, |
| 19 | | Fahtima Abdul Fattah, and Kenneth E. Davis Jr.; her special |
| 20 | | friend, Ernest Carr; her step-grandmother, Doris Bell; her |
| 21 | | nephews/sons, Andre Bryant, Pierre Bryant, Reginald Jackson, |
| 22 | | and Tihir Ahmat Oumar; her nieces/daughters, Sharea Bryant, |
