HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of LaQuinda
4Rhodesia Carr, who passed away on January 7, 2026; and
 
5    WHEREAS, LaQuinda Carr, the daughter of Kenneth E. Davis
6and Mary R. Davis, was born in Waukegan on August 10, 1976; she
7attended high school in Waukegan, later earning her G.E.D.;
8she studied at Gateway Technical College in Kenosha,
9Wisconsin, and she later studied at Excelsior College in New
10York; and
 
11    WHEREAS, LaQuinda Carr, as a registered nurse, served with
12dedication at Better Living and Laurels of West Carrollton
13until her health declined; she embodied caregiving in every
14aspect of her life, serving as a nurturing presence to her
15nieces and nephews, whom she lovingly raised as her own
16children, instilling in them values of strength, kindness, and
17self-sufficiency; and
 
18    WHEREAS, LaQuinda Carr committed to her faith at an early
19age while attending Eternal Flame African Methodist Episcopal
20Church, which she considered her spiritual home, and she was
21inducted into the Phi Theta Kappa International Honor Society;

1    WHEREAS, LaQuinda Carr was a woman of many talents and
2boundless energy who loved singing gospel songs, cooking
3elaborate meals, hosting celebrations and feasts, dancing,
4fishing, and working on cars; and
 
5    WHEREAS, LaQuinda Carr, affectionately known as "Nanny",
6lived a life defined by compassion, resilience, and unwavering
7devotion to those she loved; she will be remembered for her
8wisdom, her laughter, and her generosity; and
 
9    WHEREAS, LaQuinda Carr was preceded in death by her
10parents; her ex-husband, David J. Viirre; her siblings,
11Christopher R. Bell and Mary M. Davis; her uncles, Carl Bell,
12Roger Bell Jr., Tommy Davis, Rick Sanders, and Maurice Cox;
13her aunts, Marie V. Bell, Sadie (Bell) Green, Rozetta
14Davis-Henderson; and her grandparents, Roger Bell, Maggie
15Lane, Jack T. Lane, Roosevelt Davis Sr., and LaRuth (Collins)
16Davis; and
 
17    WHEREAS, LaQuinda Carr is survived by her siblings, Parita
18Jackson, Marie Bryant, Kenesha (Mahamat Khalil) Djalal,
19Fahtima Abdul Fattah, and Kenneth E. Davis Jr.; her special
20friend, Ernest Carr; her step-grandmother, Doris Bell; her
21nephews/sons, Andre Bryant, Pierre Bryant, Reginald Jackson,
22and Tihir Ahmat Oumar; her nieces/daughters, Sharea Bryant,

1Larita Bryant, Mary Jackson, Kali Knight, Danielle Gibson, and
2Rhenyia Redmond; her grandnieces, Lillie and Lila Pegues; her
3aunts, Austin R. (Woodrow) Reid, Sylvia (Troy) Davis-Price,
4JoAnn Sanders, Tina Davis, Maxine Davis, Lillie (Elwood)
5Black, Vernanell (James) Richardson, and Rhonda (Gerald)
6Roberts; and her uncles, Roosevelt Davis Jr., Norman Davis,
7Christopher Bell, and Roderick Bell; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we mourn the passing of LaQuinda Rhodesia Carr and extend our
11sincere condolences to her family, friends, and all who knew
12and loved her; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of LaQuinda Carr as an expression of
15our deepest sympathy.
