HOUSE RESOLUTION

 
2    WHEREAS, For more than seven decades, the United States
3has anchored its national security and global leadership in
4alliances founded on mutual defense, shared sacrifice, and
5respect for sovereignty, including the North Atlantic Treaty
6Organization (NATO), of which Denmark, a sovereign ally of the
7United States and the governing authority over Greenland, is a
8founding and steadfast member; and
 
9    WHEREAS, Greenland is an integral part of the Kingdom of
10Denmark, whose people enjoy self-government, democratic
11rights, and protection under international law, and any
12attempt to seize or annex its territory by force would
13constitute an act of aggression against a treaty ally of the
14United States; and
 
15    WHEREAS, Public statements and threats by President Donald
16J. Trump advocating or entertaining the invasion or forcible
17acquisition of Greenland represent a profound repudiation of
18America's commitments to its allies and an unprecedented
19willingness to contemplate war against nations that have stood
20alongside the United States for generations; and
 
21    WHEREAS, The United States Armed Forces are trained,
22educated, and morally conditioned to defend allies, deter

1aggression, and preserve peace, not to plan or execute wars of
2conquest against friendly nations with whom American service
3members have trained, fought, and bled; and
 
4    WHEREAS, Danish service members fought alongside American
5troops following the attacks of September 11, 2001, including
6in Afghanistan, where Denmark suffered significant casualties
7for a nation of its size, demonstrating loyalty, courage, and
8sacrifice in defense of shared values; and
 
9    WHEREAS, Ordering the United States military to plan or
10prepare for an invasion of Greenland would force service
11members into a perverse inversion of their training and
12ethics, compelling them to treat allies as enemies and to
13weaponize institutions designed for collective defense into
14instruments of betrayal; and
 
15    WHEREAS, Such planning, even if framed as hypothetical or
16procedural, would erode the moral foundations of
17civilian-military relations by compelling officers and
18enlisted personnel to reconcile obedience with actions that
19are clearly immoral, irrational, and contrary to the
20traditions of American decency; and
 
21    WHEREAS, The transformation of the United States from
22guarantor of collective security into aggressor against NATO

1would shatter alliance trust, destabilize global security, and
2signal to adversaries that American treaty commitments are
3contingent, transactional, and revocable at the whim of a
4single leader; and
 
5    WHEREAS, A war of aggression against Greenland would
6directly violate the Charter of the United Nations, to which
7the United States is a founding signatory, and which was
8established to "save succeeding generations from the scourge
9of war" by prohibiting the threat or use of force against the
10territorial integrity or political independence of any state;
11and
 
12    WHEREAS, Such an invasion would inflict untold misery upon
13the people of Greenland, subjecting a small population to
14fear, displacement, and violence for no legitimate defensive
15purpose while simultaneously placing American servicemen and
16servicewomen in harm's way to prosecute a war that serves no
17national security interest; and
 
18    WHEREAS, The burden of restraining reckless and
19destructive uses of military power does not rest with the
20armed forces, whose duty is lawful obedience, but with
21civilian institutions and elected representatives charged with
22upholding constitutional governance and the rule of law; and

1    WHEREAS, Silence or acquiescence by political leaders in
2the face of calls for aggressive war against allies risks
3normalizing ideas that would once have been disqualifying,
4unthinkable, or grounds for removal from positions of
5responsibility; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we condemn, in the strongest possible terms, any proposal,
9threat, or effort to invade, annex, or forcibly seize
10Greenland or any other territory of a United States treaty
11ally; and be it further
 
12    RESOLVED, That we express support for the United States'
13enduring commitment to the North Atlantic Treaty Organization
14(NATO), to the sovereignty of allied nations, and to the
15principle that disputes among friends are resolved through
16diplomacy, not violence; and be it further
 
17    RESOLVED, That we affirm that wars of aggression against
18allies are morally indefensible, strategically catastrophic,
19and incompatible with the values and obligations of the United
20States under international law; and be it further
 
21    RESOLVED, That we call upon all elected officials,
22regardless of party or office, to reject rhetoric and policies

1that would place American service members in the position of
2betraying allies and committing acts of unjust war; and be it
3further
 
4    RESOLVED, That we express our commitment to peace,
5alliance, and the rule of law; and be it further
 
6    RESOLVED, That suitable copies of this resolution be
7delivered to the President of the United States, the U.S.
8Senate Majority Leader, the U.S. Senate Minority Leader, the
9U.S. Speaker of the House of Representatives, the U.S. House
10of Representatives Minority Leader, and the Secretary-General
11of the North Atlantic Treaty Organization (NATO).
