HOUSE RESOLUTION

 
2    WHEREAS, Employees are experiencing burnout at record high
3levels, contributing to increased turnover, staffing
4shortages, and declining job quality; and
 
5    WHEREAS, Since 1950, American productivity has increased
6by 400%, yet individual working hours have remained constant
7and household work hours have increased; and
 
8    WHEREAS, Research and large-scale employer trials
9demonstrate that the 4-day, 32-hour workweek without loss of
10pay delivers shared benefits for workers, employers, and the
11broader public; and
 
12    WHEREAS, 97% of American and Canadian companies that tried
13the 4-day, 32-hour workweek chose to continue it for at least
14one year; and
 
15    WHEREAS, Companies trying the 4-day, 32-hour workweek
16reported improved revenue in addition to declining resignation
17and absenteeism rates; and
 
18    WHEREAS, The 4-day, 32-hour workweek improves gender
19equity in the workplace by improving work-life balance and
20reducing the unequal burden of unpaid labor; and

1    WHEREAS, The 4-day, 32-hour workweek significantly reduces
2employee burnout and improves employee morale; and
 
3    WHEREAS, Technology industry leaders across the nation
4have indicated that increased usage of artificial intelligence
5will result in less work; and
 
6    WHEREAS, Illinois has the opportunity to be a national
7leader on addressing workplace burnout and returning increased
8productivity to working families; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we urge the State of Illinois to make needed investments in
12Illinois workplaces to decrease burnout, increase workplace
13happiness, and recognize that a portion of the productivity
14gains the United States has seen should result in less work for
15all; and be it further
 
16    RESOLVED, That we urge a pilot program to be established
17by the State of Illinois to promote, incentivize, and support
18the use of a 4-day workweek by qualifying employers and to
19study the benefits and effects of a 4-day workweek on
20participating employees and employers; and be it further

1    RESOLVED, That we urge a pilot program to be established
2by the State of Illinois to promote and support the use of a
34-day workweek for employees of the State of Illinois.
