| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to commend the establishment of the |
| 4 | | Serenity Garden, located beside Duane Dean Behavioral Health |
| 5 | | Center in Kankakee, highlighting the profound connection |
| 6 | | between community well-being, environmental stewardship, and |
| 7 | | long-term social health; and |
| 8 | | WHEREAS, Access to intentional green spaces has been shown |
| 9 | | to support social-emotional wellness, trauma recovery, |
| 10 | | reflection, resilience, and overall mental and behavioral |
| 11 | | health for individuals, families, and communities; and |
| 12 | | WHEREAS, Ecological stewardship is inseparable from human |
| 13 | | flourishing, and the protection of living systems reflects a |
| 14 | | shared responsibility to future generations of Illinois |
| 15 | | residents; and |
| 16 | | WHEREAS, Pollinator conservation, specifically the |
| 17 | | protection and restoration of habitats for bees and monarch |
| 18 | | butterflies, is essential to ecosystem stability, |
| 19 | | biodiversity, food security, and environmental sustainability |
| 20 | | throughout the State of Illinois; and |
| 21 | | WHEREAS, The Serenity Garden has been intentionally |

| 1 | | conceived as a living, restorative space that integrates |
| 2 | | social-emotional wellness, environmental education, and |
| 3 | | ecological design through native and pollinator-supportive |

| 5 | | WHEREAS, The Serenity Garden serves as both a functional |
| 6 | | and symbolic environment, inviting reflection, healing, |
| 7 | | learning, and stewardship while reinforcing the |
| 8 | | interdependence between human health and environmental care; |
| 9 | | and |
| 10 | | WHEREAS, The Serenity Garden has been designated as the |
| 11 | | marquee legacy project of President and Chief Executive |
| 12 | | Officer (CEO) Eddy Borrayo under the long-term institutional |
| 13 | | vision known as W.H.Y. We Build-2030 (Will, Hope, and |
| 14 | | Yearning), a framework dedicated to building systems that |
| 15 | | endure, strengthen communities, and serve generations yet to |
| 16 | | come; and |
| 17 | | WHEREAS, This vision has been stewarded and advanced |
| 18 | | through the leadership and collaboration of President and CEO |
| 19 | | Eddy Borrayo, Director of Community Engagement & Impact Ximena |
| 20 | | Siguenza Cabrera, Chief Communications & Engagement Officer |
| 21 | | Raul Tinoco, and the Duane Dean Behavioral Health Center Board |

| 5 | | initiatives, rooted in care, collaboration, and stewardship, |
| 6 | | can advance statewide priorities related to mental health, |
| 7 | | environmental responsibility, and community resilience; |
| 8 | | therefore, be it |
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 10 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 11 | | we commend the establishment of the Serenity Garden, located |
| 12 | | beside Duane Dean Behavioral Health Center in Kankakee, as an |
| 13 | | exemplary initiative advancing social-emotional wellness by |
| 14 | | providing a restorative environment that supports healing, |
| 15 | | reflection, mindfulness, and emotional balance, ecological |
| 16 | | stewardship through sustainable land care, environmental |
| 17 | | education, and responsible design, and pollinator |
| 18 | | conservation, with a specific commitment to supporting |
| 19 | | habitats for bees and monarch butterflies that vital to |
| 20 | | Illinois' ecosystems and agricultural future; and be it |
