HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend the establishment of the
4Serenity Garden, located beside Duane Dean Behavioral Health
5Center in Kankakee, highlighting the profound connection
6between community well-being, environmental stewardship, and
7long-term social health; and
 
8    WHEREAS, Access to intentional green spaces has been shown
9to support social-emotional wellness, trauma recovery,
10reflection, resilience, and overall mental and behavioral
11health for individuals, families, and communities; and
 
12    WHEREAS, Ecological stewardship is inseparable from human
13flourishing, and the protection of living systems reflects a
14shared responsibility to future generations of Illinois
15residents; and
 
16    WHEREAS, Pollinator conservation, specifically the
17protection and restoration of habitats for bees and monarch
18butterflies, is essential to ecosystem stability,
19biodiversity, food security, and environmental sustainability
20throughout the State of Illinois; and
 
21    WHEREAS, The Serenity Garden has been intentionally

1conceived as a living, restorative space that integrates
2social-emotional wellness, environmental education, and
3ecological design through native and pollinator-supportive
4plantings; and
 
5    WHEREAS, The Serenity Garden serves as both a functional
6and symbolic environment, inviting reflection, healing,
7learning, and stewardship while reinforcing the
8interdependence between human health and environmental care;
9and
 
10    WHEREAS, The Serenity Garden has been designated as the
11marquee legacy project of President and Chief Executive
12Officer (CEO) Eddy Borrayo under the long-term institutional
13vision known as W.H.Y. We Build-2030 (Will, Hope, and
14Yearning), a framework dedicated to building systems that
15endure, strengthen communities, and serve generations yet to
16come; and
 
17    WHEREAS, This vision has been stewarded and advanced
18through the leadership and collaboration of President and CEO
19Eddy Borrayo, Director of Community Engagement & Impact Ximena
20Siguenza Cabrera, Chief Communications & Engagement Officer
21Raul Tinoco, and the Duane Dean Behavioral Health Center Board
22of Directors, together with the health center's affiliate
23partners, Rincon Family Services, The Center: Resources for

1Teaching & Learning, and the Helen Wheeler Center, whose
2collective work reflects a shared commitment to service,
3integrity, and community impact; and
 
4    WHEREAS, The Serenity Garden exemplifies how local
5initiatives, rooted in care, collaboration, and stewardship,
6can advance statewide priorities related to mental health,
7environmental responsibility, and community resilience;
8therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we commend the establishment of the Serenity Garden, located
12beside Duane Dean Behavioral Health Center in Kankakee, as an
13exemplary initiative advancing social-emotional wellness by
14providing a restorative environment that supports healing,
15reflection, mindfulness, and emotional balance, ecological
16stewardship through sustainable land care, environmental
17education, and responsible design, and pollinator
18conservation, with a specific commitment to supporting
19habitats for bees and monarch butterflies that vital to
20Illinois' ecosystems and agricultural future; and be it
21further
 
22    RESOLVED, That suitable copies of this resolution be
23presented to President and CEO Eddy Borrayo, Director of
