| 2 | | WHEREAS, Dion's Chicago Dream (DCD), founded by Englewood |
| 3 | | native and United States Navy veteran Dion Dawson in 2020, is a |
| 4 | | non-profit social enterprise that combats food insecurity |
| 5 | | through a logistics-first model, delivering fresh produce |
| 6 | | directly to households across Chicagoland while centering |
| 7 | | quality, dignity, and consistency in service; DCD's flagship |
| 8 | | Dream Deliveries program provides five days worth of fresh |
| 9 | | fruits and vegetables straight to residents' doorsteps, |
| 10 | | immediately improving household food security; and |
| 11 | | WHEREAS, DCD's innovative "last-mile" approach has been |
| 12 | | profiled and recognized regionally and nationally for |
| 13 | | reimagining the traditional, queue-based food distribution |
| 14 | | model, replacing lines and limited hours with direct-to-door |
| 15 | | delivery and dignified access and integrating with health and |
| 16 | | Food-Is-Medicine partners to support prevention and better |
| 17 | | outcomes; and |
| 18 | | WHEREAS, DCD has grown from an early community fridge to a |
| 19 | | county-wide engine for health equity, with program components |
| 20 | | including Dream Deliveries, which are direct home deliveries, |
| 21 | | and the Dream Vault, which is an Amazon-style locker that |
| 22 | | allows recipients to retrieve a full produce box using a |
| 23 | | unique code, extending the access and reach of last-mile |

| 2 | | WHEREAS, The Dream Vault earned the 2023 Chicago |
| 3 | | Innovation Award, one of the region's highest honors for |
| 4 | | innovation, and it has been highlighted by civic and community |
| 5 | | institutions for modernizing food access infrastructure; and |
| 6 | | WHEREAS, DCD's measurable impact includes millions of |
| 7 | | pounds of fresh produce delivered across the Chicago region |
| 8 | | since 2020, with more than 5.1 million pounds publicly |
| 9 | | documented by mid-2025, and sustained service coverage across |
| 10 | | more than half of Cook County ZIP codes, in excess of 180, |
| 11 | | proving that county-scale logistics capacity can meet |
| 12 | | households where they are; and |
| 13 | | WHEREAS, DCD's model creates local jobs alongside |
| 14 | | nutrition access and living-wage roles for drivers, packers, |
| 15 | | and dispatch workers, and operations have been highlighted by |
| 16 | | workforce and impact investors as an example of social |
| 17 | | enterprise delivering both economic mobility and health equity |
| 18 | | in historically under-resourced neighborhoods; and |
| 19 | | WHEREAS, In national recognition of its nutrition-forward, |
| 20 | | activity-supportive community impact, DCD was selected as a |
| 21 | | 2024 President's Council on Sports, Fitness & Nutrition |
| 22 | | Community Leadership Awardee, joining a select group of U.S. |

| 3 | | WHEREAS, Dion Dawson, the chief dreamer of DCD, has been |
| 4 | | recognized as a TED Fellow, an Echoing Green Fellow, and an |
| 5 | | Aspen Food Leaders Fellow, honored by the Rockefeller |
| 6 | | Foundation, and named as a member of Crain's Chicago Business |
| 7 | | 2025 40 Under 40 class of civic leaders, reflecting local, |
| 8 | | national, and global acknowledgment of Chicago-born innovation |
| 9 | | that blends logistics, data, and resident-informed design to |
| 10 | | transform food access; he has also been tapped by leading |
| 11 | | institutions for thought leadership and systems change; and |
| 12 | | WHEREAS, DCD's mission and methods prioritize health |
| 13 | | equity, preventative care, and economic opportunity, |
| 14 | | demonstrating how modern logistics, direct-to-consumer |
| 15 | | delivery, and smart access points can reduce barriers to |
| 16 | | healthy food, support chronic disease prevention, and put |
| 17 | | dignity and agency back into the hands of residents; |
| 18 | | therefore, be it |
| 19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 20 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 21 | | we commend Dion's Chicago Dream (DCD) for the organization's |
| 22 | | pioneering leadership in last-mile, direct-to-door produce |
| 23 | | delivery, its innovation in access infrastructure, including |

| 6 | | organization's Cook County service area, its |
| 7 | | multi-million-pound distribution since 2020, and its role as a |
| 8 | | trailblazer in the Food-Is-Medicine movement, setting a |
| 9 | | standard for consistency, accountability, and dignity in |
| 10 | | public-interest logistics; and be it further |
| 11 | | RESOLVED, That suitable copies of this resolution be |
| 12 | | presented to the founder and chief dreamer of DCD, Dion |
| 13 | | Dawson, and the Dream Team of DCD as a symbol of our esteem and |
| 14 | | respect. |
