HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend Raul Tinoco Guevara for his
4dedicated service with Rincon Family Services for the past 11
5years; and
 
6    WHEREAS, Raul Tinoco Guevara has dedicated more than a
7decade of distinguished service to Rincon Family Services,
8during which time his work has been meaningful, sustained, and
9demonstrably impactful to the State of Illinois, particularly
10in the areas of behavioral health, community engagement,
11public education, and systems-level outreach; and
 
12    WHEREAS, Over the course of 11 years, Raul Tinoco
13Guevara's leadership has contributed significantly to the
14strengthening of the statewide capacity to communicate,
15educate, and connect communities to essential human services,
16advancing priorities central to the State's mission, including
17behavioral health access, prevention, workforce development,
18and community well-being; and
 
19    WHEREAS, In his role as chief engagement and
20communications officer at Rincon Family Services, Raul Tinoco
21Guevara has provided services that extend far beyond
22organizational boundaries, including leading the development

1of statewide communications, public education, graphic design,
2audiovisual, branding, marketing, and engagement strategies
3that have expanded access to services, reinforced public
4trust, and strengthened community-based systems across
5Illinois; and
 
6    WHEREAS, Raul Tinoco Guevara's specialized skills as a
7graphic designer, storyteller, and brand strategist have
8proven instrumental in ensuring that vital public health,
9behavioral health, and social service information is delivered
10in clear, culturally responsive formats and in the preferred
11language of community members, reducing barriers to access,
12improving comprehension, and strengthening equitable service
13delivery for linguistically diverse populations throughout the
14State; and
 
15    WHEREAS, Through his intentional design and storytelling
16approaches, Raul Tinoco Guevara has transformed complex human
17services programs into accessible, human-centered narratives,
18connecting thousands of individuals and families to critical
19resources, reducing stigma surrounding behavioral health, and
20reinforcing the importance of prevention, early intervention,
21and community-based care; and
 
22    WHEREAS, Under Raul Tinoco Guevara's guidance, Rincon
23Family Services have supported a number of initiatives that

1were turned into programs to reach communities throughout
2Illinois, with some education and engagement efforts extending
3to approximately 85% of the State, reflecting an extraordinary
4scope of reach and influence; and
 
5    WHEREAS, Raul Tinoco Guevara's leadership has been central
6to the creation of a communications and public education
7infrastructure capable of supporting coordinated responses to
8statewide challenges, including his work during the COVID-19
9pandemic and the 2020 Census, through initiatives such as
10Operation Counting Lives, Operation Saving Lives, and
11Operation Nuestra Herencia Cuenta; and
 
12    WHEREAS, Raul Tinoco Guevara's efforts have included the
13development and distribution of integrated COVID-19 safety
14kits that incorporated census education, contributing directly
15to public health protection, civic participation, and
16equitable access to information for historically underserved
17populations across Illinois; during this period of
18unprecedented disruption as the pandemic unfolded, his work
19further supported the distribution of $450,000 in direct aid
20to small and local businesses, reinforcing economic stability
21and community resilience throughout the State; and
 
22    WHEREAS, Raul Tinoco Guevara has collaborated closely with
23Loyola University Chicago and La Universidad Iberoamericana of

1Mexico City to develop communications campaigns and
2storytelling initiatives that have elevated education and
3public awareness around behavioral health, strengthened
4culturally responsive outreach, and advanced cross-sector
5learning benefiting Illinois communities; and
 
6    WHEREAS, Beyond crisis response, Raul Tinoco Guevara has
7shaped long-term initiatives that continue to benefit the
8State, including his instrumental role in the development of
9International Behavioral Health Summits held in Mexico City in
102023 and 2025, which have expanded professional dialogue,
11best-practice exchange, and systems-level learning to inform
12and strengthen human services delivery in the State and
13beyond; and
 
14    WHEREAS, Raul Tinoco Guevara has served as a collaborator
15and contributing author on a forthcoming peer-reviewed journal
16article on nonprofit leadership and transformational impact as
17part of the 50th anniversary special issue of Human Service
18Organizations: Management, Leadership & Governance, which is
19scheduled for publication in Autumn 2026, further elevating
20Illinois' leadership in human services practice and
21scholarship; and
 
22    WHEREAS, Raul Tinoco Guevara's work has advanced inclusive
23and affirming practices statewide, including through his

1leadership in elevating LGBTQ+ initiatives within
2communications, outreach, and program design, ensuring that
3equity, dignity, and belonging are embedded in service
4delivery and public messaging throughout the State; and
 
5    WHEREAS, Among Raul Tinoco Guevara's most visionary
6contributions has been his role in shaping the public
7narrative and engagement strategy for the Serenity Garden, an
8initiative integrating ecological stewardship and pollinator
9conservation, including protections for bees and the monarch
10butterfly, while serving as a space for social-emotional
11wellness and a model addressing nature-deficit disorders in
12marginalized communities; through this work, he has
13demonstrated how environmental responsibility and mental
14well-being may be advanced together in service of the public
15good; and
 
16    WHEREAS, Raul Tinoco Guevara's leadership has remained
17grounded in strong academic preparation, having received a
18Bachelor of Arts in Communication from La Universidad
19Iberoamericana of Mexico City, and continues to be expressed
20through his service as alumni president of the Illinois
21Chapter of La Universidad Iberoamericana, through which he has
22strengthened alumni engagement, binational collaboration, and
23cross-border educational partnerships, reinforcing Illinois'
24role as a bridge between local communities and international

1systems of learning, leadership, and civic exchange; and
 
2    WHEREAS, Through 11 years of service, Raul Tinoco Guevara
3has strengthened institutions, empowered communities, and
4enhanced the State's capacity to respond to both immediate
5human needs and long-term systemic challenges, exemplifying
6the enduring values of thoughtful engagement, ethical
7leadership, and effective communication; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we commend Raul Tinoco Guevara on his integrity,
11professionalism, and profound statewide impact during his 11
12years of service with Rincon Family Services; and be it
13further
 
14    RESOLVED, That we thank Raul Tinoco Guevara for his
15continued contributions to the health, dignity, and well-being
16of the people of Illinois; and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to Raul Tinoco Guevara as an expression of our
19esteem and respect.
