HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of former
4Illinois State Representative Jack Lawrence Kubik, who passed
5away on February 4, 2026; and
 
6    WHEREAS, Born on May 20, 1955, Representative Kubik
7dedicated his life to Illinois, its people, and his family;
8and
 
9    WHEREAS, From a family with a longtime identity in West
10Cook community newspaper publishing, Representative Kubik
11attended DePaul University, earning a degree in business
12administration, with an eye to carrying on the family
13business; and
 
14    WHEREAS, When his neighbor, then-Representative Judy Barr
15Topinka, decided to vacate her seat in the Illinois House of
16Representatives in order to move to the Illinois Senate, young
17Representative Kubik saw his chance and successfully ran for
18the November 1984 House vacancy in their West Cook County
19district; and
 
20    WHEREAS, Upon his election at the age of 28,
21Representative Kubik was one of the youngest members of the

1Illinois House of Representatives, yet with an eye towards
2serving the people of his then-Greatest Generation-oriented
3district, he accepted an appointment to the House Committee on
4Aging; and
 
5    WHEREAS, Representative Kubik also specialized in issues
6involving property tax relief, judicial reform, and the rights
7of persons with disabilities; and
 
8    WHEREAS, As a keystone measure within his overall fight
9for property tax relief, Representative Kubik was the lead
10sponsor of a bill that for the first time created a workable
11process for Cook County residents to appeal their property tax
12assessments to the statewide Property Tax Appeal Board, and
13then to the Cook County circuit courts, thereby creating a
14legal process that endures to this day; and
 
15    WHEREAS, Winning many friends and allies among his
16colleagues, Representative Kubik was named several times as
17assistant leader of the House Republican Caucus, which
18included service in 1995-1996 (89th General Assembly) as House
19Assistant Majority Leader; and
 
20    WHEREAS, Representatives Kubik's years of service in the
21Illinois House were also marked with personal reward, as while
22he was a sitting representative he met and married his wife

1Agatha "Aggie" Kubik, who in 2017 tragically preceded him in
2death; and
 
3    WHEREAS, When he retired in January 1999, Representative
4Kubik had served for fourteen years in the Illinois House of
5Representatives; and
 
6    WHEREAS, Subsequent to his elected service, Representative
7Kubik served the Illinois General Assembly during the 94th and
895th General Assembly as the chief of staff of Representative
9Tom Cross, the House Minority Leader; and
 
10    WHEREAS, As a member of the "People's House",
11Representative Kubik never forgot the people of Illinois,
12including those both in and out of his Chicago-area west
13suburban district and home neighborhoods; and
 
14    WHEREAS, Representative Kubik left behind his beloved
15children, Lynn Vorreyer and Brian Kiefer, two sisters, Patti
16Willis and Donna Larson, and many grandchildren and
17great-grandchildren; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we mourn the passing of former Illinois State Representative
21Jack Lawrence Kubik and extend our sincere condolences to his

1family, friends, and all who knew and loved him; and be it

3    RESOLVED, That suitable copies of this resolution be
4presented to Representative Kubik's daughter, Lynn Vorreyer,
5and to his son and daughter-in-law, Brian and Nicole Kiefer.
