HOUSE RESOLUTION

 
2    WHEREAS, Commercial air travel is a critical component of
3the nation's transportation infrastructure and is relied upon
4by millions of Americans, including Illinois residents, for
5employment, education, family responsibilities, military
6service, medical care, and civic participation; and
 
7    WHEREAS, Over time, the average physical dimensions of
8American adults have changed, reflecting broader demographic
9and public health trends documented by federal agencies and
10medical professionals; and
 
11    WHEREAS, During the same period, many commercial airlines
12have reduced seat width, legroom, and seat pitch in standard
13economy cabins in order to increase aircraft capacity and
14revenue, while base fares and ancillary fees have continued to
15rise; and
 
16    WHEREAS, These reductions have occurred in the absence of
17clear, enforceable federal minimum standards governing
18passenger seating dimensions, leaving consumer comfort,
19safety, and accessibility largely unprotected; and
 
20    WHEREAS, Overly restrictive seating conditions can
21negatively affect passenger health and safety, including

1increased risk of circulatory issues, musculoskeletal strain,
2mobility limitations, and heightened discomfort during
3extended flights; and
 
4    WHEREAS, Such conditions disproportionately impact
5seniors, people with disabilities, individuals with temporary
6injuries, parents traveling with children, veterans, and
7passengers with medical or mobility-related needs, raising
8concerns about equity, accessibility, and dignity in air
9travel; and
 
10    WHEREAS, Many travelers are effectively required to pay
11additional fees for modestly increased legroom or seat width
12simply to travel in reasonable comfort, shifting the cost of
13basic accommodation onto consumers rather than incorporating
14it into standard service; and
 
15    WHEREAS, Transparent, fair, and accessible transportation
16policy benefits travelers, airlines, and the broader economy
17by promoting public trust, long-term customer satisfaction,
18and safe travel conditions; and
 
19    WHEREAS, Addressing airline seating standards is not a
20partisan issue, but a matter of consumer protection, public
21health, disability access, and responsible regulation that
22balances economic viability with the well-being of the

1traveling public; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we urge commercial airlines operating in the United States to
5adopt reasonable minimum passenger seating standards that
6reflect modern body dimensions and support basic comfort,
7safety, and mobility for the general public; and be it further
 
8    RESOLVED, That we call upon federal aviation and
9transportation regulators to study and establish minimum
10standards for seat width, legroom, and pitch informed by
11public health data, disability access considerations, and
12passenger safety research; and be it further
 
13    RESOLVED, That we encourage airlines to ensure seating
14practices do not discriminate against or unduly burden
15passengers with disabilities or health-related needs, and that
16reasonable accommodation not be treated as a premium add-on
17fee; and be it further
 
18    RESOLVED, That we urge greater pricing and seating
19transparency, including clear disclosure of seat dimensions
20and legroom at the time of ticket purchase, so consumers can
21make informed travel decisions without surprise fees; and be

1    RESOLVED, That suitable copies of this resolution be
2delivered to the President of the United States, the United
3States Department of Transportation, the Federal Aviation
4Administration, and all members of the Illinois Congressional
5Delegation.
