HOUSE RESOLUTION

 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Rules of the House of Representatives of the 104th General
5Assembly are amended by changing Rule 67 as follows:
 
 
6    (House Rule 67)
7    67. Adoption and Amendment to or Suspension of Rules.
8    (a) Adoption of Rules. At the commencement of a term, the
9House shall adopt new rules of organization and procedure by
10resolution setting forth those rules in their entirety. The
11resolution must be adopted by the affirmative vote of a
12majority of those elected. These Rules of the House of
13Representatives are subject to revision or amendment only in
14accordance with this Rule.
15    (a-5) Adoption of Joint House-Senate Session Rules. The
16House may adopt Joint House-Senate Session Rules by
17resolution, concurrently with the Senate, for the purpose of
18meeting with the Senate in joint session on ceremonial
19occasions, to hear the Governor deliver the State of the State
20message or another address, or to hear a distinguished
21visitor. Any resolution proposing Joint House-Senate Session
22Rules must set forth those rules in their entirety. The
23resolution must be adopted by the affirmative vote of a

1majority of those elected. Any Joint House-Senate Session
2Rules are subject to revision or amendment only in accordance
3with this Rule. If no Joint House-Senate Session Rules are
4adopted for the purpose of meeting with the Senate in joint
5session, then the customs and traditions of Joint House-Senate
6Sessions shall be adhered to and followed.
7    (b) Rules may be amended only by resolution. Any
8resolution to amend these Rules shall show the proposed
9changes in the existing rules by underscoring all new matter
10and by crossing out with a line all matter that is to be
11omitted or superseded.
12    (c) Any resolution proposing to amend a House Rule or any
13Joint House-Senate Rule, upon initial reading by the Clerk, is
14automatically referred to the Rules Committee. Resolutions to
15amend the House Rules or any Joint House-Senate Rules may be
16initiated and sponsored by the Rules Committee and may be
17amended by the Rules Committee; those resolutions shall not be
18referred to a committee and may be immediately considered and
19adopted by the House. Those resolutions shall be assigned
20standard debate status, subject to Rule 52.
21    (d) A resolution to amend the House Rules or any Joint
22House-Senate Rules that has been reported "be adopted" or "be
23adopted as amended" by a majority of those appointed to the
24Rules Committee requires the affirmative vote of a majority of
25those elected for adoption by the House. Any other resolution
26proposing to amend the House Rules or any Joint House-Senate

1Rules requires the affirmative vote of 71 of the members
2elected for adoption by the House.
3    (e) No House Rule or any Joint House-Senate Rule may be
4suspended except by unanimous consent of the members present
5or upon a motion supported by the affirmative vote of a
6majority of those elected unless a higher number is required
7in the Rule sought to be suspended. A committee may not suspend
8any Rule.
9    (f) This Rule may be suspended only by the affirmative
10vote of 71 members elected.
