| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to commend David J. Silverman for his |
| 4 | | continued dedication to his community, his neighbors, and the |
| 5 | | goal of good governance; and |
| 6 | | WHEREAS, Born on October 6, 1952, David Silverman is a |
| 7 | | lifelong member of the Joliet and Will County communities, |
| 8 | | which includes graduation from Lewis University, a local |
| 9 | | institution; and |
| 10 | | WHEREAS, David Silverman, upon finishing his undergraduate |
| 11 | | work, attended The John Marshall Law School, where he |
| 12 | | graduated with high distinction; and |
| 13 | | WHEREAS, David Silverman's specialization in governmental |
| 14 | | affairs was further honed as a founding member of Mahoney, |
| 15 | | Silverman & Cross, LLC in Joliet; and |
| 16 | | WHEREAS, David Silverman was instrumental in the |
| 17 | | enhancement of the Joliet Regional Port District, including |
| 18 | | the airfield at Lewis University, used for over 100,000 |
| 19 | | aircraft operations a year with more than 100 aircraft based |
| 20 | | at the facility; and |

| 1 | | WHEREAS, David Silverman realized this vital piece of |
| 2 | | infrastructure was directing air traffic from an RV instead of |
| 3 | | having a permanent control tower; and |
| 4 | | WHEREAS, David Silverman, through diplomacy, advocacy, and |
| 5 | | lobbying, helped guide $10 million to the Joliet Regional Port |
| 6 | | District for the construction of a full control tower; and |
| 7 | | WHEREAS, David Silverman then worked with the Federal |
| 8 | | Aviation Administration (FAA) to gather buy-in from every |
| 9 | | municipality in the area and to make sure the requirements of |
| 10 | | the FAA were met; and |
| 11 | | WHEREAS, David Silverman procured an additional $3 million |
| 12 | | in funding to renovate the north side of Lewis University |
| 13 | | Airport to raise it to modern standards, and he helped yearly |
| 14 | | revenue increase 62% to over $3.3 million; and |
| 15 | | WHEREAS, David Silverman has been a staple of public |
| 16 | | hearings, board meetings, and administrative functions as the |
| 17 | | attorney of record for municipalities and governmental bodies |
| 18 | | across Will County; and |
| 19 | | WHEREAS, David Silverman has shown dedication to his |
| 20 | | community as volunteer chair of the Joliet Regional Port |
| 21 | | District Board of Directors, as chair of the Crime Stoppers of |

| 1 | | Will County Board, and as a past chair of Easterseals Joliet |
| 2 | | Region, the Grundy County Economic Development Corporation, |
| 3 | | and the Canal Corridor Association; and |
| 4 | | WHEREAS, David Silverman continues to advocate for |
| 5 | | continued improvements to the infrastructure used by all |
| 6 | | citizens of his community; and |
| 7 | | WHEREAS, David Silverman, at the age of 73, continues to |
| 8 | | seek out new opportunities to be a remarkable and effective |
| 9 | | public servant even though his yeoman's work has more than |
| 10 | | earned him respite; and |
| 11 | | WHEREAS, David Silverman exemplifies the principles of |
| 12 | | open discourse, citizen action, and dedication to his |
| 13 | | neighbors, making him a model of public service whose work |
| 14 | | will echo across generations; therefore, be it |
| 15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 16 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 17 | | we commend David J. Silverman for his decades of dedication to |
| 18 | | his community, his determination to see those around him |
| 19 | | succeed, and his consistent, effective advocacy for those who |
| 20 | | need a voice; and be it further |
