HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Lillian
4Drummond of Chicago; and
 
5    WHEREAS, Lillian Drummond was born on October 13, 1921;
6she was a longtime resident of the Austin neighborhood and was
7instrumental in the creation of the Austin Senior Satellite
8Center right across the street from her house; and
 
9    WHEREAS, Lillian Drummond's most enduring work centered on
10energy affordability, a basic necessity she believed should
11never be denied to the poor or elderly; she helped organize the
12Affordable Budget Coalition in 1985, which successfully pushed
13for a 12% Energy Assistance Plan to keep heat and light
14available to low-income households; later, her advocacy helped
15lead to the passage of the Percentage of Income Payment Plan
16enacted in 2009; and
 
17    WHEREAS, Lillian Drummond was also a founding member of
18the South Austin Coalition Community Council; and
 
19    WHEREAS, Lillian Drummond was inducted into the Illinois
20Senior Citizen Hall of Fame and received an honorary street
21designation from the City of Chicago; she received the Edward

1Bailey Lifetime Community Service Award in 2006; and
 
2    WHEREAS, Lillian Drummond was affectionately known as
3"Mama Lill" and was a woman of grace, resilience, and
4unwavering love; and
 
5    WHEREAS, Lillian Drummond taught by example what it meant
6to endure, to forgive, and to love deeply; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we mourn the passing of Lillian Drummond and extend our
10sincere condolences to her family, friends, and all who knew
11and loved her; and be it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to the family of Lillian Drummond as an expression
14of our deepest sympathy.
