| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Lillian |
| 4 | | Drummond of Chicago; and |
| 5 | | WHEREAS, Lillian Drummond was born on October 13, 1921; |
| 6 | | she was a longtime resident of the Austin neighborhood and was |
| 7 | | instrumental in the creation of the Austin Senior Satellite |
| 8 | | Center right across the street from her house; and |
| 9 | | WHEREAS, Lillian Drummond's most enduring work centered on |
| 10 | | energy affordability, a basic necessity she believed should |
| 11 | | never be denied to the poor or elderly; she helped organize the |
| 12 | | Affordable Budget Coalition in 1985, which successfully pushed |
| 13 | | for a 12% Energy Assistance Plan to keep heat and light |
| 14 | | available to low-income households; later, her advocacy helped |
| 15 | | lead to the passage of the Percentage of Income Payment Plan |
| 16 | | enacted in 2009; and |
| 17 | | WHEREAS, Lillian Drummond was also a founding member of |
| 18 | | the South Austin Coalition Community Council; and |
| 19 | | WHEREAS, Lillian Drummond was inducted into the Illinois |
| 20 | | Senior Citizen Hall of Fame and received an honorary street |
| 21 | | designation from the City of Chicago; she received the Edward |
