HOUSE RESOLUTION

 
2    WHEREAS, The E-15 fuel blend utilizes a combination of
3renewable ethanol and gasoline to enhance the longevity of our
4nation's fuel supply, while maintaining the common and
5everyday usage of motor vehicles; and
 
6    WHEREAS, The use of corn to produce ethanol for motor fuel
7is a proven source of renewable, clean, and sustainable energy
8that makes motor fuel more affordable for the average
9Illinoisan; and
 
10    WHEREAS, The ethanol by-products that are produced during
11the distillation of ethanol for motor fuel are recyclable,
12proving beneficial by turning waste products into a valuable,
13renewable, and sustainable resource; and
 
14    WHEREAS, Both wet and dry distillers' grains are often
15used in high-protein livestock feed; the carbon dioxide
16created during the fermentation process is then captured and
17used for carbonation in the food and beverage industry, for
18fire extinguishers, and in greenhouses; and
 
19    WHEREAS, Illinois is the second largest corn-producing
20state in the nation and accounts for roughly 15% of the total
21U.S. corn production; the various uses of corn not only as a

1source of food but also as a job-producing endeavor enhances
2the economic outlook of Illinois; and
 
3    WHEREAS, Illinois corn production for 2023 and 2024
4totaled over 2 billion bushels of corn per year, and in 2025,
5Illinois corn production is estimated to be at 2.35 billion
6bushels produced; and
 
7    WHEREAS, Illinois farmers, especially row-crop farmers,
8are affected by variable factors that cannot be accounted for,
9including tariffs and unforeseen weather events, but these
10issues can be mitigated by the year-round sale of E-15 motor
11fuel blends due to the near guarantee of improving our
12domestic renewable fuel marketplace; and
 
13    WHEREAS, Illinois is the home of some of the most nutrient
14rich and healthy soil in the United States, capable of
15producing world-class grains, vegetables, and fruit, and the
16utilization of one of Illinois' most vital and abundant
17natural resources is a key aspect of economic growth,
18conservation research, and overall better stewardship of our
19natural environment; and
 
20    WHEREAS, E-15 motor fuel blends support domestic biofuel
21production research and help secure domestic energy
22independence, while strengthening Illinois farmers'

1livelihoods and affordable motor fuel for all Illinoisans;
2therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we urge for the support and passage of the federal Nationwide
6Consumer and Fuel Retailer Choice Act, which offers a
7permanent, national solution to allow the year-round,
8nationwide sale of E-15 fuel blends; and be it further
 
9    RESOLVED, That suitable copies of this resolution be
10delivered to the Illinois Farm Bureau, IL Corn, and all
11members of the Illinois Congressional Delegation.
