| 2 | | WHEREAS, The E-15 fuel blend utilizes a combination of |
| 3 | | renewable ethanol and gasoline to enhance the longevity of our |
| 4 | | nation's fuel supply, while maintaining the common and |
| 5 | | everyday usage of motor vehicles; and |
| 6 | | WHEREAS, The use of corn to produce ethanol for motor fuel |
| 7 | | is a proven source of renewable, clean, and sustainable energy |
| 8 | | that makes motor fuel more affordable for the average |
| 9 | | Illinoisan; and |
| 10 | | WHEREAS, The ethanol by-products that are produced during |
| 11 | | the distillation of ethanol for motor fuel are recyclable, |
| 12 | | proving beneficial by turning waste products into a valuable, |
| 13 | | renewable, and sustainable resource; and |
| 14 | | WHEREAS, Both wet and dry distillers' grains are often |
| 15 | | used in high-protein livestock feed; the carbon dioxide |
| 16 | | created during the fermentation process is then captured and |
| 17 | | used for carbonation in the food and beverage industry, for |
| 18 | | fire extinguishers, and in greenhouses; and |
| 19 | | WHEREAS, Illinois is the second largest corn-producing |
| 20 | | state in the nation and accounts for roughly 15% of the total |
| 21 | | U.S. corn production; the various uses of corn not only as a |

| 1 | | source of food but also as a job-producing endeavor enhances |
| 2 | | the economic outlook of Illinois; and |
| 3 | | WHEREAS, Illinois corn production for 2023 and 2024 |
| 4 | | totaled over 2 billion bushels of corn per year, and in 2025, |
| 5 | | Illinois corn production is estimated to be at 2.35 billion |
| 6 | | bushels produced; and |
| 7 | | WHEREAS, Illinois farmers, especially row-crop farmers, |
| 8 | | are affected by variable factors that cannot be accounted for, |
| 9 | | including tariffs and unforeseen weather events, but these |
| 10 | | issues can be mitigated by the year-round sale of E-15 motor |
| 11 | | fuel blends due to the near guarantee of improving our |
| 12 | | domestic renewable fuel marketplace; and |
| 13 | | WHEREAS, Illinois is the home of some of the most nutrient |
| 14 | | rich and healthy soil in the United States, capable of |
| 15 | | producing world-class grains, vegetables, and fruit, and the |
| 16 | | utilization of one of Illinois' most vital and abundant |
| 17 | | natural resources is a key aspect of economic growth, |
| 18 | | conservation research, and overall better stewardship of our |
| 19 | | natural environment; and |
| 20 | | WHEREAS, E-15 motor fuel blends support domestic biofuel |
| 21 | | production research and help secure domestic energy |
| 22 | | independence, while strengthening Illinois farmers' |

| 1 | | livelihoods and affordable motor fuel for all Illinoisans; |
| 2 | | therefore, be it |
| 3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 4 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 5 | | we urge for the support and passage of the federal Nationwide |
| 6 | | Consumer and Fuel Retailer Choice Act, which offers a |
| 7 | | permanent, national solution to allow the year-round, |
| 8 | | nationwide sale of E-15 fuel blends; and be it further |
| 9 | | RESOLVED, That suitable copies of this resolution be |
| 10 | | delivered to the Illinois Farm Bureau, IL Corn, and all |
| 11 | | members of the Illinois Congressional Delegation. |
