| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, On February 24, 2022, the Russian Federation | ||||||
| 3 | launched a full-scale, unprovoked invasion of Ukraine, a | ||||||
| 4 | sovereign and independent nation recognized by the | ||||||
| 5 | international community; and | ||||||
| 6 | WHEREAS, Russian territorial claims over the Ukrainian | ||||||
| 7 | territories of Luhansk, Donetsk, Zaporizhzhia, and Crimea are | ||||||
| 8 | meritless and pretextual; and | ||||||
| 9 | WHEREAS, In the years since the invasion began, Russian | ||||||
| 10 | military forces have continued their unlawful presence within | ||||||
| 11 | the internationally recognized borders of Ukraine, in | ||||||
| 12 | violation of international law and the principles of national | ||||||
| 13 | sovereignty and territorial integrity; and | ||||||
| 14 | WHEREAS, Credible reports from international | ||||||
| 15 | organizations, journalists, and human rights monitors have | ||||||
| 16 | documented widespread atrocities committed by Russian forces | ||||||
| 17 | against Ukrainian civilians; and | ||||||
| 18 | WHEREAS, Evidence has emerged of massacres and deliberate | ||||||
| 19 | attacks against civilians in cities and towns, including | ||||||
| 20 | Bucha, Irpin, Mariupol, and Izium, among others, resulting in | ||||||
| 21 | the deaths of thousands of innocent men, women, and children; | ||||||

| 1 | and | ||||||
| 2 | WHEREAS, Russian forces have been credibly accused of | ||||||
| 3 | forcibly deporting and transferring Ukrainian children from | ||||||
| 4 | occupied territories into the Russian Federation or | ||||||
| 5 | Russian-controlled areas, separating them from their families | ||||||
| 6 | and communities in violation of international humanitarian | ||||||
| 7 | law; and | ||||||
| 8 | WHEREAS, These actions have caused immense human | ||||||
| 9 | suffering, displaced millions of Ukrainians, destabilized the | ||||||
| 10 | region, and undermined the international rules-based order; | ||||||
| 11 | and | ||||||
| 12 | WHEREAS, The State of Illinois is home to a vibrant | ||||||
| 13 | Ukrainian-American community that has contributed greatly to | ||||||
| 14 | the cultural, economic, and civic life of our State; | ||||||
| 15 | therefore, be it | ||||||
| 16 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 17 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 18 | we condemn the continued unlawful invasion and military | ||||||
| 19 | occupation of Ukraine by the Russian Federation; and be it | ||||||
| 20 | further | ||||||
| 21 | RESOLVED, That we condemn the documented massacres and | ||||||
| |||||||
| |||||||
| 1 | atrocities committed in Bucha, Irpin, Mariupol, Izium, and | ||||||
| 2 | other Ukrainian communities; and be it further | ||||||
| 3 | RESOLVED, That we condemn the forced deportation and | ||||||
| 4 | kidnapping of Ukrainian children and call for their immediate | ||||||
| 5 | return to their families and to Ukraine; and be it further | ||||||
| 6 | RESOLVED, That we call upon the Russian Federation to | ||||||
| 7 | immediately cease all violent military action against the | ||||||
| 8 | people of Ukraine and to withdraw its forces from Ukrainian | ||||||
| 9 | territory; and be it further | ||||||
| 10 | RESOLVED, That we reaffirm our support for human rights, | ||||||
| 11 | democracy, and the sovereignty of nations; and be it further | ||||||
| 12 | RESOLVED, That suitable copies of this resolution be | ||||||
| 13 | delivered to the Governor of Illinois, all members of the | ||||||
| 14 | Illinois Congressional Delegation, and the Ambassador of | ||||||
| 15 | Ukraine to the United States. | ||||||
