| 2 | | WHEREAS, Accountability regarding the crimes of convicted |
| 3 | | sexual predator Jeffrey Epstein and his alleged accomplices is |
| 4 | | a matter of justice for survivors that transcends partisan |
| 5 | | politics; and |
| 6 | | WHEREAS, The bipartisan Epstein Files Transparency Act |
| 7 | | requires the release of all records in possession of the |
| 8 | | Department of Justice, including records of Epstein's |
| 9 | | correspondence and flight logs; and |
| 10 | | WHEREAS, The Act requires the Department of Justice to |
| 11 | | shield the identities of survivors and also explicitly |
| 12 | | prohibits documents from being withheld or redacted based on |
| 13 | | political considerations or to shield the identity of |
| 14 | | Epstein's companions; and |
| 15 | | WHEREAS, Despite this, multiple reports indicate that the |
| 16 | | Department of Justice illegally redacted and withheld |
| 17 | | documents related to allegations against President Donald |
| 18 | | Trump, including more than 50 pages of FBI interviews and |
| 19 | | notes from conversations with a woman who accused President |
| 20 | | Trump of abuse when she was a minor; and |
| 21 | | WHEREAS, The redacted documents included identifying |

| 1 | | information and images of approximately 100 of Epstein's |
| 2 | | estimated 1,000 victims, retraumatizing survivors and |
| 3 | | subjecting them to public scrutiny and harassment; and |
| 4 | | WHEREAS, Documents detailing allegations against President |
| 5 | | Trump have been removed from the Justice Department's public |
| 6 | | database after their initial disclosure; and |
| 7 | | WHEREAS, This continues President Trump's pattern of |
| 8 | | deceit and obfuscation related to Epstein; he and Vice |
| 9 | | President JD Vance denied the existence of a birthday card |
| 10 | | sent by the President to Epstein before the card became |
| 11 | | public; and |
| 12 | | WHEREAS, The identities of other alleged abusers are also |
| 13 | | being improperly shielded by President Trump's Justice |
| 14 | | Department while the identities of survivors have been left |
| 15 | | unredacted; an email to Epstein stating "Thank you for a fun |
| 16 | | night…Your littlest girl was a little naughty" was redacted to |
| 17 | | conceal the identity of the writer; and |
| 18 | | WHEREAS, In February 2026, President Trump's Justice |
| 19 | | Department stated its investigation into the Epstein files was |
| 20 | | over, that no client list existed, and that no additional |
| 21 | | charges would be forthcoming; and |

| 1 | | WHEREAS, The illegal redactions and the Trump |
| 2 | | Administration's resistance to transparency, along with the |
| 3 | | thousands of references to President Trump and other |
| 4 | | politically connected individuals named in the files, create |
| 5 | | the appearance of impropriety; and |
| 6 | | WHEREAS, During a hearing of the House Judiciary |
| 7 | | Committee, Attorney General Bondi was found to have a "burn |
| 8 | | book" of details proving that members of Congress have been |
| 9 | | surveilled by the Justice Department during their legally |
| 10 | | guaranteed access to the unredacted files under their |
| 11 | | oversight authority; Representative Jamie Raskin reported that |
| 12 | | he found one million mentions of President Trump in the files |
| 13 | | in his review; therefore, be it |
| 14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 15 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 16 | | we call for the release of all files related to the crimes of |
| 17 | | Jeffrey Epstein and his alleged accomplices with redactions |
| 18 | | limited solely to shielding the identities of survivors as |
| 19 | | outlined in the Epstein Transparency Act; and be it further |
| 20 | | RESOLVED, That we call for the appointment of a special |
| 21 | | prosecutor independent of the Trump Administration's influence |
| 22 | | to review prosecution decisions stemming from the Epstein |
| 23 | | investigation to investigate whether the Trump Administration |
