HOUSE RESOLUTION

2    WHEREAS, Accountability regarding the crimes of convicted
3sexual predator Jeffrey Epstein and his alleged accomplices is
4a matter of justice for survivors that transcends partisan
5politics; and

6    WHEREAS, The bipartisan Epstein Files Transparency Act
7requires the release of all records in possession of the
8Department of Justice, including records of Epstein's
9correspondence and flight logs; and

10    WHEREAS, The Act requires the Department of Justice to
11shield the identities of survivors and also explicitly
12prohibits documents from being withheld or redacted based on
13political considerations or to shield the identity of
14Epstein's companions; and

15    WHEREAS, Despite this, multiple reports indicate that the
16Department of Justice illegally redacted and withheld
17documents related to allegations against President Donald
18Trump, including more than 50 pages of FBI interviews and
19notes from conversations with a woman who accused President
20Trump of abuse when she was a minor; and

21    WHEREAS, The redacted documents included identifying

1information and images of approximately 100 of Epstein's
2estimated 1,000 victims, retraumatizing survivors and
3subjecting them to public scrutiny and harassment; and

4    WHEREAS, Documents detailing allegations against President
5Trump have been removed from the Justice Department's public
6database after their initial disclosure; and

7    WHEREAS, This continues President Trump's pattern of
8deceit and obfuscation related to Epstein; he and Vice
9President JD Vance denied the existence of a birthday card
10sent by the President to Epstein before the card became
11public; and

12    WHEREAS, The identities of other alleged abusers are also
13being improperly shielded by President Trump's Justice
14Department while the identities of survivors have been left
15unredacted; an email to Epstein stating "Thank you for a fun
16night…Your littlest girl was a little naughty" was redacted to
17conceal the identity of the writer; and

18    WHEREAS, In February 2026, President Trump's Justice
19Department stated its investigation into the Epstein files was
20over, that no client list existed, and that no additional
21charges would be forthcoming; and

HR0697- 3 -LRB104 21008 MST 34894 r

1    WHEREAS, The illegal redactions and the Trump
2Administration's resistance to transparency, along with the
3thousands of references to President Trump and other
4politically connected individuals named in the files, create
5the appearance of impropriety; and

6    WHEREAS, During a hearing of the House Judiciary
7Committee, Attorney General Bondi was found to have a "burn
8book" of details proving that members of Congress have been
9surveilled by the Justice Department during their legally
10guaranteed access to the unredacted files under their
11oversight authority; Representative Jamie Raskin reported that
12he found one million mentions of President Trump in the files
13in his review; therefore, be it

14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
15HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16we call for the release of all files related to the crimes of
17Jeffrey Epstein and his alleged accomplices with redactions
18limited solely to shielding the identities of survivors as
19outlined in the Epstein Transparency Act; and be it further

20    RESOLVED, That we call for the appointment of a special
21prosecutor independent of the Trump Administration's influence
22to review prosecution decisions stemming from the Epstein
23investigation to investigate whether the Trump Administration
