| 2 | | WHEREAS, Emergency management agencies, mutual aid |
| 3 | | networks, and the professionals and volunteers who support |
| 4 | | these organizations play a vital role in safeguarding the |
| 5 | | lives, property, and well-being of the people of the State of |
| 6 | | Illinois before, during, and after disasters; and |
| 7 | | WHEREAS, The Illinois Emergency Management Agency and |
| 8 | | Office of Homeland Security (IEMA-OHS) and local Emergency |
| 9 | | Services and Disaster Agencies (ESDAs), established pursuant |
| 10 | | to the Illinois Emergency Management Agency Act, serve as the |
| 11 | | backbone of the State's emergency preparedness and response |
| 12 | | system; and |
| 13 | | WHEREAS, IEMA-OHS carries out its mission through three |
| 14 | | primary program areas, including the Office of Emergency |
| 15 | | Management, which provides technical assistance and direct |
| 16 | | support to emergency managers throughout Illinois, the Office |
| 17 | | of Homeland Security, which administers federal homeland |
| 18 | | security grant programs to local, state, and regional |
| 19 | | partners, and the Office of Nuclear Safety, which oversees the |
| 20 | | safe use and regulation of radioactive materials and works in |
| 21 | | coordination with federal, state, and local partners to ensure |
| 22 | | robust emergency preparedness around nuclear facilities and to |
| 23 | | advance modern radiation safety practices; and |

| 1 | | WHEREAS, IEMA-OHS and local ESDAs fulfill their mission to |
| 2 | | prepare Illinois for natural, human-caused, and technological |
| 3 | | disasters through comprehensive planning, prevention, |
| 4 | | mitigation, training, and response activities; and |
| 5 | | WHEREAS, Illinois' nationally recognized mutual aid |
| 6 | | networks, including the Illinois Public Works Mutual Aid |
| 7 | | Network (IPWMAN), the Mutual Aid Box Alarm System (MABAS), and |
| 8 | | the Illinois Law Enforcement Alarm System (ILEAS), provide |
| 9 | | critical statewide coordination, resource sharing, and rapid |
| 10 | | response capabilities that strengthen the State's ability to |
| 11 | | respond to disasters; and |
| 12 | | WHEREAS, IEMA-OHS and local ESDAs collaborate with these |
| 13 | | mutual aid systems, along with local, state, and regional |
| 14 | | partners, including the Illinois Emergency Services Management |
| 15 | | Association (IESMA), to ensure a coordinated and effective |
| 16 | | all-hazards approach to emergency management; and |
| 17 | | WHEREAS, Dedicated emergency management professionals and |
| 18 | | volunteers are entrusted with the planning, coordination, and |
| 19 | | operation of specialized programs, equipment, and resources |
| 20 | | essential to responding to pandemics, flooding, extreme |
| 21 | | temperatures, tornadoes, and other disasters; and |

| 1 | | WHEREAS, In an evolving federal funding environment amid |
| 2 | | uncertainty regarding the future direction of federal |
| 3 | | emergency management programs and partnerships and in light of |
| 4 | | increasing severe weather and other threats to public health |
| 5 | | and safety, it is critical to strengthen preparedness, raise |
| 6 | | statewide awareness, and promote resilience to ensure Illinois |
| 7 | | remains capable of responding effectively to disasters while |
| 8 | | prioritizing the needs of its residents; and |
| 9 | | WHEREAS, It is fitting and proper to acknowledge the |
| 10 | | service, commitment, and professionalism of emergency |
| 11 | | management professionals and volunteers and to increase |
| 12 | | statewide awareness of their essential role in protecting |
| 13 | | communities across Illinois; and |
| 14 | | WHEREAS, On April 16, 2026, an exhibition of specialty |
| 15 | | emergency management equipment and personnel will be staged at |
| 16 | | the intersection of South 2nd Street and East Capitol Avenue |
| 17 | | in Springfield from 10:00 a.m. to 5:00 p.m., providing members |
| 18 | | and staff of the General Assembly with an opportunity to |
| 19 | | observe such equipment and engage with the personnel |
| 20 | | responsible for its operation; therefore, be it |
| 21 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 22 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 23 | | we declare April 16, 2026 as Emergency Management Day in the |

| 1 | | State of Illinois; and be it further |
| 2 | | RESOLVED, That we encourage the members and staff of the |
| 3 | | General Assembly to visit the exhibition of specialty |
| 4 | | equipment staged on 2nd Street and Capitol Avenue in |
| 5 | | Springfield from 10:00 a.m. to 5:00 p.m. on April 16, 2026, and |
| 6 | | we further encourage them to meet with the constituent |
| 7 | | emergency response personnel entrusted with the operation of |
| 8 | | such equipment; and be it further |
| 9 | | RESOLVED, That suitable copies of this resolution be |
| 10 | | presented to the Illinois Emergency Management Agency and |
| 11 | | Office of Homeland Security (IEMA-OHS), the Illinois Emergency |
| 12 | | Services Management Association (IESMA), the Illinois Public |
| 13 | | Works Mutual Aid Network (IPWMAN), the Mutual Aid Box Alarm |
| 14 | | System (MABAS), the Illinois Law Enforcement Alarm System |
| 15 | | (ILEAS), and the Office of the Governor as a symbol of our |
| 16 | | esteem and appreciation. |
