HOUSE RESOLUTION

 
2    WHEREAS, Emergency management agencies, mutual aid
3networks, and the professionals and volunteers who support
4these organizations play a vital role in safeguarding the
5lives, property, and well-being of the people of the State of
6Illinois before, during, and after disasters; and
 
7    WHEREAS, The Illinois Emergency Management Agency and
8Office of Homeland Security (IEMA-OHS) and local Emergency
9Services and Disaster Agencies (ESDAs), established pursuant
10to the Illinois Emergency Management Agency Act, serve as the
11backbone of the State's emergency preparedness and response
12system; and
 
13    WHEREAS, IEMA-OHS carries out its mission through three
14primary program areas, including the Office of Emergency
15Management, which provides technical assistance and direct
16support to emergency managers throughout Illinois, the Office
17of Homeland Security, which administers federal homeland
18security grant programs to local, state, and regional
19partners, and the Office of Nuclear Safety, which oversees the
20safe use and regulation of radioactive materials and works in
21coordination with federal, state, and local partners to ensure
22robust emergency preparedness around nuclear facilities and to
23advance modern radiation safety practices; and

1    WHEREAS, IEMA-OHS and local ESDAs fulfill their mission to
2prepare Illinois for natural, human-caused, and technological
3disasters through comprehensive planning, prevention,
4mitigation, training, and response activities; and
 
5    WHEREAS, Illinois' nationally recognized mutual aid
6networks, including the Illinois Public Works Mutual Aid
7Network (IPWMAN), the Mutual Aid Box Alarm System (MABAS), and
8the Illinois Law Enforcement Alarm System (ILEAS), provide
9critical statewide coordination, resource sharing, and rapid
10response capabilities that strengthen the State's ability to
11respond to disasters; and
 
12    WHEREAS, IEMA-OHS and local ESDAs collaborate with these
13mutual aid systems, along with local, state, and regional
14partners, including the Illinois Emergency Services Management
15Association (IESMA), to ensure a coordinated and effective
16all-hazards approach to emergency management; and
 
17    WHEREAS, Dedicated emergency management professionals and
18volunteers are entrusted with the planning, coordination, and
19operation of specialized programs, equipment, and resources
20essential to responding to pandemics, flooding, extreme
21temperatures, tornadoes, and other disasters; and

1    WHEREAS, In an evolving federal funding environment amid
2uncertainty regarding the future direction of federal
3emergency management programs and partnerships and in light of
4increasing severe weather and other threats to public health
5and safety, it is critical to strengthen preparedness, raise
6statewide awareness, and promote resilience to ensure Illinois
7remains capable of responding effectively to disasters while
8prioritizing the needs of its residents; and
 
9    WHEREAS, It is fitting and proper to acknowledge the
10service, commitment, and professionalism of emergency
11management professionals and volunteers and to increase
12statewide awareness of their essential role in protecting
13communities across Illinois; and
 
14    WHEREAS, On April 16, 2026, an exhibition of specialty
15emergency management equipment and personnel will be staged at
16the intersection of South 2nd Street and East Capitol Avenue
17in Springfield from 10:00 a.m. to 5:00 p.m., providing members
18and staff of the General Assembly with an opportunity to
19observe such equipment and engage with the personnel
20responsible for its operation; therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
22HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
23we declare April 16, 2026 as Emergency Management Day in the

1State of Illinois; and be it further
 
2    RESOLVED, That we encourage the members and staff of the
3General Assembly to visit the exhibition of specialty
4equipment staged on 2nd Street and Capitol Avenue in
5Springfield from 10:00 a.m. to 5:00 p.m. on April 16, 2026, and
6we further encourage them to meet with the constituent
7emergency response personnel entrusted with the operation of
8such equipment; and be it further
 
9    RESOLVED, That suitable copies of this resolution be
10presented to the Illinois Emergency Management Agency and
11Office of Homeland Security (IEMA-OHS), the Illinois Emergency
12Services Management Association (IESMA), the Illinois Public
13Works Mutual Aid Network (IPWMAN), the Mutual Aid Box Alarm
14System (MABAS), the Illinois Law Enforcement Alarm System
15(ILEAS), and the Office of the Governor as a symbol of our
16esteem and appreciation.
