| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, The Chicago Teachers Union (CTU) has proposed, | ||||||
| 3 | and Chicago Public Schools (CPS) has agreed to implement, a | ||||||
| 4 | "Day of Civic Action" to be held on May 1, 2026, an event that | ||||||
| 5 | repurposes the school day for rallies, field trips to | ||||||
| 6 | political gatherings, civic engagement lessons, and related | ||||||
| 7 | activities instead of core academic instruction; and | ||||||
| 8 | WHEREAS, CPS students continue to suffer from a chronic | ||||||
| 9 | failure to reach proficiency in the fundamental "three R's" of | ||||||
| 10 | education, also known as reading, writing, and arithmetic, | ||||||
| 11 | despite decades of increased funding and repeated promises of | ||||||
| 12 | reform; and | ||||||
| 13 | WHEREAS, Recent state assessment data from the Illinois | ||||||
| 14 | Assessment of Readiness (IAR) and SAT show that only | ||||||
| 15 | approximately 41% of CPS elementary students are proficient in | ||||||
| 16 | English Language Arts, or reading and writing, and just 26% | ||||||
| 17 | are proficient in mathematics; and | ||||||
| 18 | WHEREAS, These persistently low proficiency rates | ||||||
| 19 | demonstrate that CPS is failing to deliver basic educational | ||||||
| 20 | outcomes for hundreds of thousands of Chicago children, many | ||||||
| 21 | of whom will enter adulthood without the foundational skills | ||||||
| 22 | necessary for success in college, career, or civic life; and | ||||||

| 1 | WHEREAS, At the same time a school day is being converted | ||||||
| 2 | into a political event, CTU and CPS continue to demand | ||||||
| 3 | billions of dollars in new state funding, equating into | ||||||
| 4 | hundreds of millions in the current fiscal year alone and | ||||||
| 5 | nearly one billion dollars more to reach the "adequacy" | ||||||
| 6 | benchmark, funding that must come from the limited resources | ||||||
| 7 | of the Evidence-Based Funding formula and therefore | ||||||
| 8 | necessarily reduces the amount available for students in every | ||||||
| 9 | other school district across Illinois; and | ||||||
| 10 | WHEREAS, Diverting scarce state education dollars away | ||||||
| 11 | from suburban, downstate, and other non-Chicago districts to | ||||||
| 12 | underwrite political activism in Chicago unfairly burdens | ||||||
| 13 | taxpayers and school districts throughout the State who | ||||||
| 14 | already receive far less per pupil in funding and whose | ||||||
| 15 | schools are not plagued by the same chronic underperformance; | ||||||
| 16 | and | ||||||
| 17 | WHEREAS, Illinois families and taxpayers rightly expect | ||||||
| 18 | public schools to prioritize reading, writing, and arithmetic | ||||||
| 19 | over a partisan "Day of Civic Action" that pulls students and | ||||||
| 20 | teachers away from classroom learning; therefore, be it | ||||||
| 21 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 22 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||

| 1 | we strongly condemn the Chicago Teachers Union's proposed "Day | ||||||
| 2 | of Civic Action", which is to be held on May 1, 2026, as an | ||||||
| 3 | irresponsible misuse of the school day that places a public | ||||||
| 4 | sector union's political priorities ahead of the educational | ||||||
| 5 | needs of Chicago's children; and be it further | ||||||
| 6 | RESOLVED, That we urge the Chicago Teachers Union and | ||||||
| 7 | Chicago Public Schools to abandon this politicized event and | ||||||
| 8 | instead dedicate every available school day to raising | ||||||
| 9 | proficiency in the "three R's" of reading, writing, and | ||||||
| 10 | arithmetic so that every child in Chicago receives the basic | ||||||
| 11 | education they deserve; and be it further | ||||||
| 12 | RESOLVED, That we call upon the Governor, the General | ||||||
| 13 | Assembly, and officials of the Illinois State Board of | ||||||
| 14 | Education to reject any further billions in new state funding | ||||||
| 15 | for Chicago Public Schools until the district demonstrates | ||||||
| 16 | measurable, sustained improvement in the three R's and stops | ||||||
| 17 | diverting instructional time for political activism; and be it | ||||||
| 18 | further | ||||||
| 19 | RESOLVED, That suitable copies of this resolution be | ||||||
| 20 | delivered to the Chicago Teachers Union, the Chicago Public | ||||||
| 21 | Schools Board of Education, the Governor, and the State | ||||||
| 22 | Superintendent of Education as a formal expression of | ||||||
| 23 | disapproval of this action and a reaffirmation of our | ||||||

| 1 | commitment to educational excellence for every student in | ||||||
| 2 | every corner of our state. | ||||||
