HOUSE RESOLUTION

 
2    WHEREAS, The Chicago Teachers Union (CTU) has proposed,
3and Chicago Public Schools (CPS) has agreed to implement, a
4"Day of Civic Action" to be held on May 1, 2026, an event that
5repurposes the school day for rallies, field trips to
6political gatherings, civic engagement lessons, and related
7activities instead of core academic instruction; and
 
8    WHEREAS, CPS students continue to suffer from a chronic
9failure to reach proficiency in the fundamental "three R's" of
10education, also known as reading, writing, and arithmetic,
11despite decades of increased funding and repeated promises of
12reform; and
 
13    WHEREAS, Recent state assessment data from the Illinois
14Assessment of Readiness (IAR) and SAT show that only
15approximately 41% of CPS elementary students are proficient in
16English Language Arts, or reading and writing, and just 26%
17are proficient in mathematics; and
 
18    WHEREAS, These persistently low proficiency rates
19demonstrate that CPS is failing to deliver basic educational
20outcomes for hundreds of thousands of Chicago children, many
21of whom will enter adulthood without the foundational skills
22necessary for success in college, career, or civic life; and

1    WHEREAS, At the same time a school day is being converted
2into a political event, CTU and CPS continue to demand
3billions of dollars in new state funding, equating into
4hundreds of millions in the current fiscal year alone and
5nearly one billion dollars more to reach the "adequacy"
6benchmark, funding that must come from the limited resources
7of the Evidence-Based Funding formula and therefore
8necessarily reduces the amount available for students in every
9other school district across Illinois; and
 
10    WHEREAS, Diverting scarce state education dollars away
11from suburban, downstate, and other non-Chicago districts to
12underwrite political activism in Chicago unfairly burdens
13taxpayers and school districts throughout the State who
14already receive far less per pupil in funding and whose
15schools are not plagued by the same chronic underperformance;
16and
 
17    WHEREAS, Illinois families and taxpayers rightly expect
18public schools to prioritize reading, writing, and arithmetic
19over a partisan "Day of Civic Action" that pulls students and
20teachers away from classroom learning; therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
22HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1we strongly condemn the Chicago Teachers Union's proposed "Day
2of Civic Action", which is to be held on May 1, 2026, as an
3irresponsible misuse of the school day that places a public
4sector union's political priorities ahead of the educational
5needs of Chicago's children; and be it further
 
6    RESOLVED, That we urge the Chicago Teachers Union and
7Chicago Public Schools to abandon this politicized event and
8instead dedicate every available school day to raising
9proficiency in the "three R's" of reading, writing, and
10arithmetic so that every child in Chicago receives the basic
11education they deserve; and be it further
 
12    RESOLVED, That we call upon the Governor, the General
13Assembly, and officials of the Illinois State Board of
14Education to reject any further billions in new state funding
15for Chicago Public Schools until the district demonstrates
16measurable, sustained improvement in the three R's and stops
17diverting instructional time for political activism; and be it
18further
 
19    RESOLVED, That suitable copies of this resolution be
20delivered to the Chicago Teachers Union, the Chicago Public
21Schools Board of Education, the Governor, and the State
22Superintendent of Education as a formal expression of
23disapproval of this action and a reaffirmation of our
