HOUSE RESOLUTION

 
2    WHEREAS, Jesus G. "Chuy" Garcia, a dedicated public
3servant, community organizer, and administrator, has served
4the people of Chicago, the State of Illinois, and the United
5States with distinction throughout his storied career; and
 
6    WHEREAS, Mr. Garcia, who was born in Durango, Mexico and
7arrived in Chicago at the age of nine, has remained
8steadfastly focused on immigrant access, neighborhood equity,
9public services, and working-class representation; and
 
10    WHEREAS, Mr. Garcia's extensive career in public office
11includes serving as Chicago Alderperson for the 22nd Ward, an
12Illinois State Senator, a Cook County Commissioner, and a U.S.
13Representative; and
 
14    WHEREAS, Mr. Garcia was the first Mexican American
15alderperson of Chicago's Little Village, where he helped
16strengthen progressive governance, championed immigrant access
17to city services, and commissioned the iconic Little Village
18Arch; and
 
19    WHEREAS, Mr. Garcia authored the landmark Language
20Assistance Services Act of 1993 during his time as the first
21Mexican American Illinois State Senator, making language

1access in hospitals and long-term care facilities a legal
2obligation and thereby improving patient safety and setting a
3precedent for language access as a core public service; and
 
4    WHEREAS, Mr. Garcia worked as an administrator for
5non-profit and philanthropic organizations during his tenure
6as a public official, notably founding the Little Village
7Community Development Corporation, now Enlace Chicago, which
8began as a one-person startup and became a major entity
9advocating for community schools and providing after-school
10programs and anti-violence work; and
 
11    WHEREAS, Mr. Garcia served as floor leader while on the
12Cook County Board of Commissioners, successfully pushing for
13the end of county cooperation with the United States
14Immigration and Customs Enforcement (ICE) in a policy that
15became a national model as well as championing minimum wage
16increases and paid sick leave; and
 
17    WHEREAS, As a U.S. Representative, Mr. Garcia was elected
18Whip of the Congressional Progressive Caucus, appointed vice
19chair of the Natural Resources Committee, and secured
20significant federal funding for community projects and
21statewide infrastructure and public transportation
22initiatives, continuing his focus on civil rights, economic
23opportunity, consumer protection, and immigration reform; and

1    WHEREAS, Mr. Garcia's career has been defined by his
2ability to identify practical points of vulnerability and
3address them through consistent, community-based policy
4throughout his decades of service; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we commend Jesus G. "Chuy" Garcia for his lifetime of
8dedicated public service to the State of Illinois and the
9nation, commend him for his enduring legacy of strengthening
10representation for immigrant and working-class communities,
11and congratulate him on his retirement from public service,
12effective January 2027; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to Mr. Garcia as a symbol of our respect and esteem.
