HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Gregg S. Humphrey on the occasion of his retirement from the Sangamon County Water Reclamation District after decades of distinguished service in engineering, public infrastructure, and wastewater management; and

WHEREAS, Gregg Humphrey has dedicated his professional career to advancing public works, infrastructure development, and environmental stewardship throughout Illinois and beyond; and

WHEREAS, Gregg Humphrey earned an Associate of Applied Science from Lincoln Land Community College in May 1983, an Associate of Science from Lincoln Land Community College in July 1984, a Bachelor of Science in Civil Engineering from Bradley University in May 1986, graduating magna cum laude, and a Master of Science in Civil Engineering from Bradley University in December 1986; and

WHEREAS, Throughout his accomplished career, Gregg Humphrey attained numerous professional licenses and certifications, including Professional Engineer licenses in Illinois, Indiana, Missouri, Alabama, Wisconsin, Georgia, and New Hampshire, Structural Engineer licensure in Georgia, Professional Land Surveyor licensure in Illinois, a Class 1 Illinois Environmental Protection Agency Wastewater Operator License, and certifications as a Residential Building Inspector and Property Maintenance and Housing Inspector through the International Code Council; and

WHEREAS, Gregg Humphrey began his professional career with William J. Murray & Associates, where he worked on airport planning, design, environmental assessments, and construction observation projects throughout the region; and

WHEREAS, Gregg Humphrey later served as president of Greene & Bradford, Inc. of Springfield from 1989 through 2002, overseeing a wide range of civil engineering and land surveying projects, including subdivisions, roadway systems, sanitary and storm sewer infrastructure, wastewater treatment facilities, water treatment plants, and utility systems, while also coordinating extensively with governmental agencies and managing grants and development initiatives; and

WHEREAS, Gregg Humphrey further demonstrated his leadership and operational expertise while serving as business operations manager for Haven Properties, Inc., where he oversaw land acquisition, development operations, information technology, human resources, and financial management; and

WHEREAS, Gregg Humphrey also served as president and co-owner of Schaefer Code Services Corporation, specializing in forensic investigations involving building code issues; and

WHEREAS, Gregg Humphrey joined the Sangamon County Water Reclamation District in May 2006, faithfully serving the District as director for 20 years and later as senior director, overseeing critical infrastructure improvements, including the complete renovation of the District's two wastewater treatment plants, management of 30 pump stations, and operation of the District's collector and trunk sewer systems; and

WHEREAS, Under Gregg Humphrey's leadership, the Sangamon County Water Reclamation District continued to provide essential wastewater services to approximately 152,000 residents throughout Springfield, Chatham, Rochester, Sherman, Leland Grove, Southern View, Grandview, Jerome, Curran, and surrounding unincorporated communities; and

WHEREAS, Gregg Humphrey has remained actively engaged in his profession through membership in numerous organizations, including the American Society of Civil Engineers, the National Society of Professional Engineers, the Engineering Society of Illinois, the National Council of Examiners for Engineering and Surveying, the Illinois Professional Land Surveyors Association, and the Illinois Association of Wastewater Agencies; and

WHEREAS, Gregg Humphrey's professionalism, technical expertise, integrity, and dedication to public service have left a lasting impact on Sangamon County and the State of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Gregg S. Humphrey on his retirement from the Sangamon County Water Reclamation District, thank him for his many years of exceptional service, and wish him continued health, happiness, and success in all his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Gregg Humphrey as an expression of our respect and appreciation.
