HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Gregg S. Humphrey on the
4occasion of his retirement from the Sangamon County Water
5Reclamation District after decades of distinguished service in
6engineering, public infrastructure, and wastewater management;
7and
 
8    WHEREAS, Gregg Humphrey has dedicated his professional
9career to advancing public works, infrastructure development,
10and environmental stewardship throughout Illinois and beyond;
11and
 
12    WHEREAS, Gregg Humphrey earned an Associate of Applied
13Science from Lincoln Land Community College in May 1983, an
14Associate of Science from Lincoln Land Community College in
15July 1984, a Bachelor of Science in Civil Engineering from
16Bradley University in May 1986, graduating magna cum laude,
17and a Master of Science in Civil Engineering from Bradley
18University in December 1986; and
 
19    WHEREAS, Throughout his accomplished career, Gregg
20Humphrey attained numerous professional licenses and
21certifications, including Professional Engineer licenses in
22Illinois, Indiana, Missouri, Alabama, Wisconsin, Georgia, and

1New Hampshire, Structural Engineer licensure in Georgia,
2Professional Land Surveyor licensure in Illinois, a Class 1
3Illinois Environmental Protection Agency Wastewater Operator
4License, and certifications as a Residential Building
5Inspector and Property Maintenance and Housing Inspector
6through the International Code Council; and
 
7    WHEREAS, Gregg Humphrey began his professional career with
8William J. Murray & Associates, where he worked on airport
9planning, design, environmental assessments, and construction
10observation projects throughout the region; and
 
11    WHEREAS, Gregg Humphrey later served as president of
12Greene & Bradford, Inc. of Springfield from 1989 through 2002,
13overseeing a wide range of civil engineering and land
14surveying projects, including subdivisions, roadway systems,
15sanitary and storm sewer infrastructure, wastewater treatment
16facilities, water treatment plants, and utility systems, while
17also coordinating extensively with governmental agencies and
18managing grants and development initiatives; and
 
19    WHEREAS, Gregg Humphrey further demonstrated his
20leadership and operational expertise while serving as business
21operations manager for Haven Properties, Inc., where he
22oversaw land acquisition, development operations, information
23technology, human resources, and financial management; and

1    WHEREAS, Gregg Humphrey also served as president and
2co-owner of Schaefer Code Services Corporation, specializing
3in forensic investigations involving building code issues; and
 
4    WHEREAS, Gregg Humphrey joined the Sangamon County Water
5Reclamation District in May 2006, faithfully serving the
6District as director for 20 years and later as senior
7director, overseeing critical infrastructure improvements,
8including the complete renovation of the District's two
9wastewater treatment plants, management of 30 pump stations,
10and operation of the District's collector and trunk sewer
11systems; and
 
12    WHEREAS, Under Gregg Humphrey's leadership, the Sangamon
13County Water Reclamation District continued to provide
14essential wastewater services to approximately 152,000
15residents throughout Springfield, Chatham, Rochester, Sherman,
16Leland Grove, Southern View, Grandview, Jerome, Curran, and
17surrounding unincorporated communities; and
 
18    WHEREAS, Gregg Humphrey has remained actively engaged in
19his profession through membership in numerous organizations,
20including the American Society of Civil Engineers, the
21National Society of Professional Engineers, the Engineering
22Society of Illinois, the National Council of Examiners for

1Engineering and Surveying, the Illinois Professional Land
2Surveyors Association, and the Illinois Association of
3Wastewater Agencies; and
 
4    WHEREAS, Gregg Humphrey's professionalism, technical
5expertise, integrity, and dedication to public service have
6left a lasting impact on Sangamon County and the State of
7Illinois; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we congratulate Gregg S. Humphrey on his retirement from the
11Sangamon County Water Reclamation District, thank him for his
12many years of exceptional service, and wish him continued
13health, happiness, and success in all his future endeavors;
14and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to Gregg Humphrey as an expression of our respect
17and appreciation.
