| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Roxy |
| 4 | | Karyl Taylor, who passed away on April 11, 2026; and |
| 5 | | WHEREAS, Roxy Taylor was born in Kansas City, Missouri to |
| 6 | | Frances Shelton and Murriell Umble on September 27, 1940; her |
| 7 | | life was further shaped by the love and care of Louise and |
| 8 | | Walter Hubbard; and |
| 9 | | WHEREAS, Roxy Taylor's journey took her from Kansas City |
| 10 | | to South Bend, Indiana, before arriving in Chicago, where she |
| 11 | | spent over ten years singing in various jazz clubs; she was |
| 12 | | married to Keith Taylor for 17 years and built a family; and |
| 13 | | WHEREAS, Roxy Taylor cherished connections and loved to |
| 14 | | socialize, and her warmth, laughter, and presence made every |
| 15 | | space feel like home; she lived a life filled with rhythm, |
| 16 | | resilience, and radiant love; and |
| 17 | | WHEREAS, Roxy Taylor made St. Louis, Missouri her home |
| 18 | | beginning in 2001; and |
| 19 | | WHEREAS, Roxy Taylor had a love for music, especially |
| 20 | | jazz, and held a deep appreciation for legends such as Dinah |

| 1 | | Washington, Ella Fitzgerald, Billie Holiday, and more |
| 2 | | recently, Anita Jackson; and |
| 3 | | WHEREAS, Roxy Taylor was preceded in death by her parents; |
| 4 | | her brother, Ray Bowles; and numerous, nieces, nephews, |
| 5 | | cousins, goddaughters, and dear friends; and |
| 6 | | WHEREAS, Roxy Taylor is survived by her children, Roslyn, |
| 7 | | Stacey, and Keith II (Robin); her grandchildren, Alexandria |
| 8 | | Taylor, Takara Taylor, Kadijah Delgado, and Jalen Taylor; her |
| 9 | | great-granddaughter, Alaiyah Beauzile; and her siblings, |
| 10 | | Beverly Reed, Linda Gerber, Leigh "Jayne" Lewis, and Pamela |
| 11 | | McShan; therefore, be it |
| 12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 13 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 14 | | we mourn the passing of Roxy Karyl Taylor and extend our |
| 15 | | sincere condolences to her family, friends, and all who knew |
| 16 | | and loved her; and be it further |
| 17 | | RESOLVED, That a suitable copy of this resolution be |
