HOUSE RESOLUTION 923

 
2    WHEREAS, Providers of private day care homes offer an
3invaluable service to parents who need to find daily care for
4their children and seek to do so in a small and affordable
5setting; and
 
6    WHEREAS, Licensure and regulations can be a burden on
7small day care providers who make a sincere effort to meet the
8requirements while running a viable business; and
 
9    WHEREAS, Parents often struggle to afford child care
10across the nation, and Illinois ranks as one of the most
11expensive states for child care per the Economic Policy
12Institute; and
 
13    WHEREAS, It is incumbent upon the General Assembly to find
14ways to lower the cost of child care in this State to ensure
15that parents have access to affordable child care; and
 
16    WHEREAS, Illinois and other states across the country have
17been plagued by an insurance liability crisis causing many
18child care providers to shut their doors; and
 
19    WHEREAS, Illinois cannot afford to lose more child care
20providers due to overly burdensome regulations; and

1    WHEREAS, The responsibility for the licensure of day care
2homes in the State of Illinois is in the process of moving from
3the purview of the Illinois Department of Children and Family
4Services to the newly created Illinois Department of Early
5Childhood; and
 
6    WHEREAS, The licensure and regulation of day cares remains
7an important responsibility of this State to protect the
8well-being of our children; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we urge the Illinois Department of Early Childhood (IDEC) to
12study ways to reduce licensure and regulation burdens on day
13care homes in Illinois; and be it further
 
14    RESOLVED, That we urge the IDEC to specifically study:
15        (1) Ways to combine the multiple required trainings
16    and certifications into fewer or a single training or
17    certification while meeting required health and safety
18    standards; and
19        (2) How to ensure that the detailed requirements for
20    licensing are not used to penalize or deny license
21    renewals based on technical violations when the day care
22    provider is in substantial compliance and making progress

1    and good faith effort towards full compliance with the
2    requirements; and be it further
 
3    RESOLVED, That we urge the IDEC to issue a report with
4their findings on these items to the General Assembly by July
51, 2028; and be it further
 
6    RESOLVED, That a suitable copy of this resolution be
7delivered to the Illinois Department of Early Childhood.
