AMENDMENT TO HOUSE RESOLUTION 923

2    AMENDMENT NO. ___. Amend House Resolution 923 by deleting 
3everything after page 2, line 8, and replacing it with the 
4following:
 
5    "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
6HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
7we urge the Illinois Department of Early Childhood (IDEC) to 
8study ways to reduce licensure and regulation burdens on day 
9care homes in Illinois; and be it further
 
10    RESOLVED, That we urge the IDEC to specifically study:
11        (1) Ways to combine the multiple required trainings 
12    and certifications into fewer or a single training or 
13    certification while meeting required health and safety 
14    standards; and
15        (2) How to ensure that the detailed requirements for 
16    licensing are not used to penalize or deny license

1    renewals based on technical violations when the day care 
2    provider is in substantial compliance and making progress 
3    and good faith effort towards full compliance with the 
4    requirements; and be it further
 
5    RESOLVED, That we urge the IDEC to issue a report with 
6their findings on these items to the General Assembly by July 
71, 2028; and be it further
 
8    RESOLVED, That a suitable copy of this resolution be 
9delivered to the Illinois Department of Early Childhood."
