HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate the Veterans Assistance
4Commission of Lake County (VACLC) on 100 years of dedicated
5service to local veterans and their families, having been
6founded on its traditionally acknowledged opening date of May
727, 1926; and
 
8    WHEREAS, The VACLC was established to serve as the central
9service office for all veterans and their families residing
10within Lake County; and
 
11    WHEREAS, The foundational mission of the VACLC is "to
12promote the welfare of honorably discharged Veterans of
13military service through maximizing all possible benefits
14through effective and dynamic advocacy and by serving as a
15central service office for all Veterans residing in the county
16of Lake"; and
 
17    WHEREAS, Throughout its century of operation, the VACLC
18has faithfully served veterans from all eras and conflicts,
19including heroes of World War II, the Korean War, Vietnam,
20Desert Storm, Operation Enduring Freedom, Operation Iraqi
21Freedom, and more; and

1    WHEREAS, Under the leadership of its professional staff,
2including the superintendent, assistant superintendent,
3executive assistant, senior veteran service officers, veteran
4service officers in charge, veteran service officers, and
5administrative assistants, the VACLC has dynamic oversight,
6with the superintendent managing the organization and an
7executive board of nine local veteran leaders performing
8oversight for short-term and long-term operations; and
 
9    WHEREAS, The VACLC's general membership is uniquely
10composed of dedicated veteran delegates and alternates from
11diverse local veteran service organizations, including
12Veterans of Foreign Wars (VFW), American Legion (AML),
13Disabled American Veterans (DAV), American Veterans (AMVETS),
14and Military Officers Association of America (MOAA), who meet
15quarterly to coordinate legislative advocacy, representation,
16budgeting, and staffing; and
 
17    WHEREAS, The VACLC offers comprehensive, expert, and
18entirely pro bono advocacy and assistance to ensure that
19veterans and their families are never charged a fee for vital
20services, including disability compensation claims, pensions,
21burial benefits, and survivor's benefits; and
 
22    WHEREAS, Superintendent Andrew Tangen, a licensed
23attorney, provides representation for wrongfully adjudicated

1claims in higher appellate courts, such as the Court of
2Appeals for Veterans Claims and the Court of Appeals for the
3Federal Circuit; and
 
4    WHEREAS, The VACLC actively partners with Lake County
5government and local townships to provide life-changing
6emergency financial assistance for utilities, mortgage
7payments, and emergency shelter while also overseeing a
8not-for-profit fund fueled by generous donations to secure
9adaptive vehicles, execute specific home repairs, and foster
10community partnerships; and
 
11    WHEREAS, Following critical modernization and strategic
12turning points initiated in 2017 and 2019, a new generation of
13veteran service officers joined the team, successfully
14implementing sweeping updates to traditional claims processes
15and positioning the VACLC as a modern, forward-looking beacon
16of advocacy; and
 
17    WHEREAS, To ensure that the solemnity and remembrance of
18Memorial Day remain entirely undiminished, the VACLC will host
19its formal 100th-anniversary celebration on June 27, 2026;
20therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
22HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1we congratulate the Veterans Assistance Commission of Lake
2County (VACLC) on the momentous occasion of its 100th
3anniversary, commend its staff, board, and delegates for a
4century of unwavering advocacy, and extend our deepest
5gratitude for its tireless service to the veteran community of
6Lake County; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to the superintendent and executive board of the
9VACLC as symbol of our esteem and respect.
