HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate the Solid Waste Agency of
4Lake County (SWALCO) on the historic occasion of its 35th
5anniversary; and
 
6    WHEREAS, SWALCO was formed in 1991 to implement the Lake
7County Solid Waste Management Plan, which was adopted in 1989
8when Lake County proudly became the first county in Illinois
9to comply with the Illinois Solid Waste Planning and Recycling
10Act; and
 
11    WHEREAS, In June 2026, SWALCO will officially celebrate
12its 35th anniversary, marking over three decades of steadfast
13dedication to sustainable environmental stewardship and
14regional waste management excellence in Illinois; and
 
15    WHEREAS, SWALCO is currently composed of 45 dedicated
16members, including local municipalities, Lake County, and the
17Great Lakes Naval Training Center, representing approximately
1885% of the county's population; and
 
19    WHEREAS, Since the SWALCO Board of Directors adopted its
20guiding mission statement in 1996, the agency has consistently
21sought to implement a regional approach to solid waste

1management that responsibly addresses the economic, political,
2and environmental issues confronting Lake County; and
 
3    WHEREAS, SWALCO remains committed to facilitating an
4efficient, reliable, and environmentally sound waste disposal
5system, advising and assisting its members, and educating the
6public regarding the immense implications of solid waste
7management options; and
 
8    WHEREAS, SWALCO works tirelessly to identify, evaluate,
9and disseminate crucial techniques to reduce, reuse, and
10recycle solid waste, ensuring that Lake County residents are
11provided with the essential programs and infrastructure needed
12to divert as much material from final disposal as possible;
13and
 
14    WHEREAS, With Lake County currently recycling 37% of its
15municipal waste, SWALCO has established ambitious and
16forward-thinking sustainability goals aiming for a 60%
17recycling goal by 2030, a feat that inspires members to
18continuously enhance recycling initiatives and implement
19programs to divert food scraps and organic material; and
 
20    WHEREAS, SWALCO continues to achieve these vital
21environmental milestones economically, fostering local job
22creation while steadfastly minimizing negative impacts on our

1shared environment; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we congratulate the Solid Waste Agency of Lake County (SWALCO)
5on the historic occasion of its 35th anniversary, commend its
6leadership, members, and staff for their exceptional
7contributions to environmental stewardship, and extend our
8sincerest best wishes for their continued success; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the Board of Directors of the Solid Waste Agency
12of Lake County as a symbol of our respect and esteem.
