| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate the Solid Waste Agency of |
| 4 | | Lake County (SWALCO) on the historic occasion of its 35th |
| 5 | | anniversary; and |
| 6 | | WHEREAS, SWALCO was formed in 1991 to implement the Lake |
| 7 | | County Solid Waste Management Plan, which was adopted in 1989 |
| 8 | | when Lake County proudly became the first county in Illinois |
| 9 | | to comply with the Illinois Solid Waste Planning and Recycling |
| 10 | | Act; and |
| 11 | | WHEREAS, In June 2026, SWALCO will officially celebrate |
| 12 | | its 35th anniversary, marking over three decades of steadfast |
| 13 | | dedication to sustainable environmental stewardship and |
| 14 | | regional waste management excellence in Illinois; and |
| 15 | | WHEREAS, SWALCO is currently composed of 45 dedicated |
| 16 | | members, including local municipalities, Lake County, and the |
| 17 | | Great Lakes Naval Training Center, representing approximately |
| 18 | | 85% of the county's population; and |
| 19 | | WHEREAS, Since the SWALCO Board of Directors adopted its |
| 20 | | guiding mission statement in 1996, the agency has consistently |
| 21 | | sought to implement a regional approach to solid waste |

| 1 | | management that responsibly addresses the economic, political, |
| 2 | | and environmental issues confronting Lake County; and |
| 3 | | WHEREAS, SWALCO remains committed to facilitating an |
| 4 | | efficient, reliable, and environmentally sound waste disposal |
| 5 | | system, advising and assisting its members, and educating the |
| 6 | | public regarding the immense implications of solid waste |
| 7 | | management options; and |
| 8 | | WHEREAS, SWALCO works tirelessly to identify, evaluate, |
| 9 | | and disseminate crucial techniques to reduce, reuse, and |
| 10 | | recycle solid waste, ensuring that Lake County residents are |
| 11 | | provided with the essential programs and infrastructure needed |
| 12 | | to divert as much material from final disposal as possible; |
| 13 | | and |
| 14 | | WHEREAS, With Lake County currently recycling 37% of its |
| 15 | | municipal waste, SWALCO has established ambitious and |
| 16 | | forward-thinking sustainability goals aiming for a 60% |
| 17 | | recycling goal by 2030, a feat that inspires members to |
| 18 | | continuously enhance recycling initiatives and implement |
| 19 | | programs to divert food scraps and organic material; and |
| 20 | | WHEREAS, SWALCO continues to achieve these vital |
| 21 | | environmental milestones economically, fostering local job |
| 22 | | creation while steadfastly minimizing negative impacts on our |

| 2 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 3 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 4 | | we congratulate the Solid Waste Agency of Lake County (SWALCO) |
| 5 | | on the historic occasion of its 35th anniversary, commend its |
| 6 | | leadership, members, and staff for their exceptional |
| 7 | | contributions to environmental stewardship, and extend our |
| 8 | | sincerest best wishes for their continued success; and be it |
| 9 | | further |
| 10 | | RESOLVED, That a suitable copy of this resolution be |
| 11 | | presented to the Board of Directors of the Solid Waste Agency |
