SYNOPSIS AS INTRODUCED:
 
5 ILCS 490/161 new

    Amends the State Commemorative Dates Act. Provides that the fourth day of August of each year shall be designated as Eva Carroll Monroe Recognition Day, to be observed throughout the State as a day to honor and celebrate Eva Carroll Monroe's legacy and her work on behalf of orphaned Black children during the harsh times of the Jim Crow era. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Purpose. The purpose of this Act is to honor the
5legacy of Eva Carroll Monroe, the founder of the Lincoln
6Colored Home, the first Black orphanage in the State and the
7second Black orphanage in the United States. As a result of
8this day of recognition, there will be a greater understanding
9and appreciation of the rich history of the State of Illinois.
 
10    Section 5. The State Commemorative Dates Act is amended by
11adding Section 161 as follows:
 
12    (5 ILCS 490/161 new)
13    Sec. 161. Eva Carroll Monroe Day. The fourth day of August
14of each year shall be designated as Eva Carroll Monroe
15Recognition Day, to be observed throughout the State as a day
16to honor and celebrate her legacy and her work on behalf of
17orphaned Black children during the harsh times of the Jim Crow
18era.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
