Provides that the fourth day of August of each year shall be designated as Eva Carroll Monroe Recognition Day, to be observed throughout the State as a day to honor and celebrate Eva Carroll Monroe's legacy and her work on behalf of orphaned Black children during the harsh times of the Jim Crow era. Effective immediately. |

| 1 | | AN ACT concerning government. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 1. Purpose. The purpose of this Act is to honor the |
| 5 | | legacy of Eva Carroll Monroe, the founder of the Lincoln |
| 6 | | Colored Home, the first Black orphanage in the State and the |
| 7 | | second Black orphanage in the United States. As a result of |
| 8 | | this day of recognition, there will be a greater understanding |
| 9 | | and appreciation of the rich history of the State of Illinois. |
| 10 | | Section 5. The State Commemorative Dates Act is amended by |
| 11 | | adding Section 161 as follows: |
| 12 | | (5 ILCS 490/161 new) |
| 13 | | Sec. 161. Eva Carroll Monroe Day. The fourth day of August |
| 14 | | of each year shall be designated as Eva Carroll Monroe |
| 15 | | Recognition Day, to be observed throughout the State as a day |
| 16 | | to honor and celebrate her legacy and her work on behalf of |
| 17 | | orphaned Black children during the harsh times of the Jim Crow |
| 18 | | era. |
| 19 | | Section 99. Effective date. This Act takes effect upon |
| 20 | | becoming law. |
