AMENDMENT TO SENATE BILL 634

2    AMENDMENT NO. ______. Amend Senate Bill 634, AS AMENDED, 
3by replacing everything after the enacting clause with the 
4following:
 
5    "Section 5. The Local Government Financial Statement Act 
6is amended by adding Section 5 as follows:
 
7    (50 ILCS 305/5 new)
8    Sec. 5. Contracts of $5,000,000 or more.
9    (a) A municipality must compile and publish a list of each 
10contract it enters into for $5,000,000 or more for public 
11infrastructure projects. The list shall be published at least 
12once each year before the end of the fiscal year. The published 
13list shall be available for public inspection or copying and 
14on the municipality's website if the website is maintained by 
15the municipality's full-time staff. Nothing in this subsection 
16requires a municipality to create a website for this purpose.

1    (b) A home rule municipality may not compile and publish a 
2list of contracts it enters into for $5,000,000 or more in a 
3manner that is inconsistent with this Section. This Section is 
4a limitation under subsection (i) of Section 6 of Article VII 
5of the Illinois Constitution on the concurrent exercise by 
6home rule units of powers and functions exercised by the 
7State.".
