| 4 | | "Section 5. The Public Higher Education Act is amended by |
| 5 | | adding Section 21 as follows:

| 7 | | Sec. 21. Prohibition on release of student information; |
| 8 | | third party voter registration activities. |
| 9 | | (a) A public institution of higher education may not |
| 10 | | release the personally identifiable information of any of its |
| 11 | | students to a third party that engages in voter registration |
| 12 | | activities. |
| 13 | | (b) If a public institution of higher education violates |
| 14 | | this Section, the public institution of higher education is |
| 15 | | not entitled to State funding for the next fiscal year.". |
