Amends various Acts relating to the governance of public universities in Illinois. Requires each governing board to ensure that an academic advisor or counselor acts with a duty of care or fiduciary duty to provide academic guidance and advice that is strictly in the best interest of the student whom he or she advises or counsels.

A BILL FOR

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 195 as follows:

(110 ILCS 305/195 new)

Sec. 195. Academic advisors or counselors. The Board of Trustees shall ensure that an academic advisor or counselor acts with a duty of care or fiduciary duty to provide academic guidance and advice that is strictly in the best interest of the student whom he or she advises or counsels.

Section 10. The Southern Illinois University Management Act is amended by adding Section 165 as follows:

Sec. 165. Academic advisors or counselors. The Board shall ensure that an academic advisor or counselor acts with a duty of care or fiduciary duty to provide academic guidance and advice that is strictly in the best interest of the student whom he or she advises or counsels.

Section 15. The Chicago State University Law is amended by adding Section 5-275 as follows:

Sec. 5-275. Academic advisors or counselors. The Board shall ensure that an academic advisor or counselor acts with a duty of care or fiduciary duty to provide academic guidance and advice that is strictly in the best interest of the student whom he or she advises or counsels.

Section 20. The Eastern Illinois University Law is amended by adding Section 10-280 as follows:

Section 25. The Governors State University Law is amended by adding Section 15-275 as follows:
