| | | Amends the Illinois Gambling Act. Provides that during the period where authorized payments are required, Des Plaines commits to share 40% of the gaming tax revenue that remains after the authorized payment, less the amounts received by the named municipalities from the proceeds of a specified casino, with the following municipalities: Chicago Heights; Dixmoor; Ford Heights; Harvey; Hodgkins; Markham; Phoenix; Riverdale; Robbins; and Summit. Provides that the amount received by each named municipality shall be allocated proportionally to the population of each municipality and reduced by the amount received by that municipality from the proceeds of the specified casino. Defines "authorized payments". |

| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Illinois Gambling Act is amended by adding |
| 5 | | Section 13.3 as follows:
|
| 6 | | (230 ILCS 10/13.3 new) |
| 7 | | Sec. 13.3. Authorized payments. |
| 8 | | (a) As used in this Section, "authorized payments" means |
| 9 | | the share of gaming tax revenues shared by Des Plaines to the |
| 10 | | holder of the tenth casino license, in statute or by other |
| 11 | | agreement, in order to induce the holder of the tenth casino |
| 12 | | license to establish and operate a gaming facility in Des |
| 13 | | Plaines. |
| 14 | | (b) During the period where authorized payments are |
| 15 | | required, in statute or by other agreement, Des Plaines |
| 16 | | commits to share 40% of the gaming tax revenue that remains |
| 17 | | after the authorized payment, less the amounts received by the |
| 18 | | named municipalities from the proceeds generated by the owners |
| 19 | | licensee under paragraph (5) of subsection (e-5) of Section 7, |
| 20 | | with the following municipalities: Chicago Heights; Dixmoor; |
| 21 | | Ford Heights; Harvey; Hodgkins; Markham; Phoenix; Riverdale; |
| 22 | | Robbins; and Summit. |
